About this file

This Justification and Approval (J&A) document supports a contract modification for Boeing Digital Solutions to continue providing aeronautical navigation services to the US Air Force and other government agencies. The modification will extend the existing firm-fixed price indefinite delivery/indefinite quantity (IDIQ) contract by adding a one-year and a six-month optional ordering period, extending contract performance to 31 March 2027 and increasing the contract ceiling amount.

The contract provides digital access to a comprehensive FAA-certified aeronautical database, Flight Information Publications, Electronic Flight Bag application, global flight planning application, and 24/7 technical support. Boeing is deemed the only provider capable of meeting the worldwide coverage requirements, with unique global relationships to access international aeronautical information. The modification is necessary to support an increasing number of mission partners and ensure continuous access to critical flight planning and navigation data that are essential for mission readiness, situational awareness, and flight hazard avoidance across military and government operations.

I. Agency and Contracting Activity.

Department of the Air Force

AFSC/PZIOA

II. Nature and/or description of the action being approved.

The purpose of this individual J&A is to modify the existing firm-fixed price, indefinite delivery indefinite quantity (IDIQ) commercial contract to add 1 one-year optional ordering period and 1 six-month optional ordering period. The total contract duration including this modification will be 6 years and 6 months. This individual J&A will increase the ceiling amount from on existing contract . The additional work is estimated at and the difference between the estimated additional work and the ceiling increase

. This contract provides digital access for the provision of a Federal Aviation Administration (FAA) certified aeronautical database, the associated Flight Information Publications (FLIP), an Electronic Flight Bag (EFB), a global flight planning application, and 24/7 technical support deemed to be a commercial supply as defined in FAR 2.101.

The current contract was awarded to Boeing Digital Solutions (formerly Jeppesen, herein referred as Boeing), Inc, CAGE 19580, on 30 September 2020 and the final ordering period expires on 30 September 2025. This contract supports the US Air Force (USAF) as well as other US Government agencies (OGAs) for a period of five years under the prepriced IDIQ for Safety of Navigation (SoN)

The program office has determined the current ceiling amount and ordering periods are insufficient to support the actual and previously unanticipated number of mission partners using the products and embedded services provided by the contract.

Additional mission partners, the willingness of the supplier to afford the products and embedded services at the contract pricing to new requesters, and the USAF's desire to assist additional federal partners to attain these safety of flight products, data, and services resulted in actual costs exceeding the original estimate.

Failure to increase the contract ceiling amount and add optional ordering periods will result in the loss of provided products, data, and services necessary to maintain the industry and DoD standard for mission planning and flight operations. These products, data, and services are used to ensure maximum situational awareness, provide for avoidance of flight hazards, and provide immediate access to as many instrument flight procedures as are available around the globe, ensuring maximum efficiency and effective/safe mission execution. The loss of these products, data, and services will negatively impact mission planners, air staff, aircrew, and mission readiness military wide.

Due to continuing evolving requirements, these products and services are now required for an additional 18 months beyond the end of the current IDIQ period of performance. The additional effort is for extended provision for the previously mentioned products, data, and services for the USAF and OGAs. The additional work will remain firm-fixed price under the current IDIQ.

The additional requirements will be issued via modification to the current IDIQ contractor

The additional work will add 1 one-year ordering period (OP5) and 1 six-month ordering period (OP6), which would extend the ordering periods to 31 March 2027.

III. Description of supplies/services required to meet agency needs.

As a result of this contract modification for continued supplies, Boeing shall provide access to their FAA certified aeronautical database and other previously mentioned products, data, and services. All products and services shall be accessible through DoD and commercial web access. The products, data, and services will be made available to other US Government military departments and other US Government agencies (OGAs) as required. The contractor shall continue to provide the following:

1. An Aeronautical database compatible with all USAF Flight Management Systems/computers, mission planning systems;

August 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 5 of 7August 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 5 of 7 assessment that award to any other source or a disruption in the delivery of these products will result in unacceptable delays in critical components necessary to fulfill the DoD's missions worldwide. There is no reasonable expectation that two or more responsible offerors, competing independently, could submit priced offers in response to a solicitation based on the expressed requirement or be capable of providing seamless support as a continuation.

Failure to increase the contract ceiling amount and add optional ordering periods will result in the loss of provided products, data and services necessary to maintain the industry and DoD standard for mission planning and flight operations. This loss will impact every single user including mission planners, air staffs, and aircrews. These products, data and services are used to ensure maximum situational awareness, provide for avoidance of flight hazards, and provide immediate access to as many instrument flight procedures as are available around the globe, ensuring maximum fuel efficiency and effective/safe mission execution. The loss of these supplies will negatively impact mission planners, air staff, aircrew, and mission readiness world-wide.

The time period for delivery is due to the urgency of the continued need for a globally certified Aeronautical Navigation solution to prevent denial of airspace and airfields worldwide. The next best provider, has previously stated a time-frame of 10 years to reach the capacity and capability that Boeing has today. Denial of airspace would result in unacceptable mission delays and potential for increased fuel consumption due to extended flight times. Airfield and airspace denial will impact mission accomplishment due to the inability for an aircraft to reach its destination, land or takeoff at or from its tasked location due to a lack of access to instrument flight procedures. Any contingencies, humanitarian assistance, disaster relief, or evacuations which require access to airspace and airfields not normally used would be inhibited without Boeing's unique ability to produce products and data within 24 hrs.

V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

The Government issued a sources sought synopsis (SSS) to SAM.gov on 10 February 2025 and closed on 20 February 2025. The Government did not receive any responses to the SSS. The SSS was posted with identification " " and can be found at https://sam.gov/opp/b9ac3644daeb49b09f810a8a4757e705/view.

This requirement will be synopsized in https://sam.gov as a notice of proposed contract action IAW FAR 5.201. The plan is to issue a combined solicitation/synopsis.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. In accordance with FAR Part 12 as supplemented, the contractor will be required to submit other than certified cost or pricing data. A detailed price analysis will be performed. The contracting officer will request a technical evaluation from the Defense Contract Management Agency (DCMA) to aid in the evaluation of the contractor's proposal if necessary. The contracting officer will seek audit assistance form the Defense Contract Audit Agency (DCAA) if necessary.

As stated in the market research report, the MFT utilized a myriad of techniques to identify potential sources to meet this requirement. The MFT conducted: (a) internet searches (North American Industry Classification System (NAICS) code 518210, Data Processing, Hosting, and Related Services; PSC T099, Photo/Map/Print/Publication-Other; keywords included, but not limited to: navigation, aeronautical data library, electronic flight bags, terminal instrument procedures; standard instrument departures procedures, standard terminal arrival charts, NOTAMs) and reviewed Government databases; (b) reviewed company history, scope of operations, and customer base; (c) completed site visits conducting in-depth auditing of their processes and practices; (d) conducted discussions with the four major US airlines; various government agencies with similar requirements for worldwide capabilities; and lastly, (e) conducted discussions with small aviation providers confirming/ validating the data retrieved during internet searches.

The government posted a sources sought synopsis on 10 February 2025 with a closing date of 20 February 2025. The government did not receive any responses to the SSS. In addition to the SSS, the program manager provided analysis for four potential sources;

The Government team contacted the via email on 6 March 2025; however, did not receive a response.

Market research has found that no other company has the capability to provide the required items at the accuracy and data quality and on the scale required for the DoD and DHS operations. A continuation of this contract is necessary to provide those mission-critical products, data, and services. Only Boeing possesses the unique worldwide relationships to access the necessary international aeronautical informational publications needed to meet the Government requirements.

In addition, previous market research was reviewed, and it has been determined no other source can currently provide the required services without unacceptable delay.
