PRESOLICITATION NOTICE

W9123625RA009: CONSTRUCTION OF WATER INTAKE FACILITY AND PUMP STATION AT

HOLSTON ARMY AMMUNITION PLANT LOCATED IN KINGSPORT, TN.

This is a Pre-Solicitation notice. This is NOT a Solicitation. Do NOT submit proposals or questions in response to this notice.

The U.S. Army Corps of Engineers—Norfolk District intends to issue a Request for Proposal (RFP) for the Construction of the New Water Intake Facility and Pump Station at Holston Army Ammunition Plant. This procurement will be conducted in accordance with FAR Part 15 – Contracting by Negotiation.

The requirement will be solicited as unrestricted full and open competition. It will be solicited as a Design-Bid- Build (DBB) project utilizing the Best Value, Trade-Off Continuum (BVTO) Source Selection evaluation approach in accordance with FAR 15.101. The applicable NAICS code is 237110 – Water and Sewer Line and Related Structures Construction with a Small Business Size Standard of $45M. The Government intends to award one Firm- Fixed-Price (FFP) contract.

In accordance with DFARS 236.204 - Disclosure of the Magnitude of Construction Projects, the Magnitude of Construction is between $100M and $250M.

A. PROJECT DESCRIPTION

Holston Army Ammunition Plant (HSAAP) is a Government-Owned, Contractor-Operated (GOCO) explosives production facility located in Kingsport, TN. All production at HSAAP depends on river water. The HSAAP river water system was installed in the early 1940s and was originally designed for resiliency and sustainability, which included a second river intake and pumphouse. The second river intake and pumphouse was not utilized for some time and a good portion of the facility was demolished.

HSAAP draws river water from the Holston River for process use in the plant. River water provides two primary functions: (1) Feedstock to the Filtered Water Plant, and (2) Non-contact Cooling Water (NCCW) for various process applications. River water is currently extracted through the existing pump house and intake on the east side of the plant. The existing pump house and intake do not meet modern regulatory requirements and will not meet projected future production demands. The existing pump house and intake are both in need of modernization and repair to maintain the threshold of water intake.

The purpose of the proposed action is to construct a new water intake structure and associated pump house to meet the Clean Water Act, Rule 316(b) requirements while providing adequate capacity across the current and new facilities for water intake at full RDX/HMX production capacity. The proposed action is needed because the existing intake structure does not meet Rule 316(b) requirements, cannot accommodate projected river water demands, and cannot be upgraded to meet regulatory requirements while production is occurring.

THE ANTICIPATED SOLICITATION DATE IS ON OR ABOUT 24 SEPTEMBER 2025. THE

ANTICIPATED SITE VISIT DATE IS ON OR ABOUT 15 OCTOBER 2025. FULL DETAILS ON THE

SITE VISIT WILL BE PROVIDED IN THE SOLICITATION. THE ANTICIPATED CONTRACT

AWARD IS MARCH 2026. THE ANTICIPATED CONSTRUCTION DURATION IS 871 CALENDAR

DAYS FROM NOTICE TO PROCEED.

In accordance with FAR Clause 52.228-1—Bid Guarantee, the awardee will be required to submit a Bid Guarantee that’s 20% or $3,000,000 of the bid price, whichever is less. In accordance with FAR Clause 52.228-15, the awardee will be required to submit 100% Performance and Payment bonds within ten (10) calendar days from contract award.

B. EVALUATION FACTORS

The Government intends to award a FFP contract to the responsible offeror whose proposal conforms to the terms of the RFP notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through a BVTO, Source Selection Evaluation Approach. The Government reserves the right to accept other than the lowest priced or the highest rated non-price offer or to reject all offers. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001, unless corrected through discussions, should the Government decide to conduct discussions. The Contracting Officer anticipates that the Solicitation will include the following evaluation factors:

Non-Price Factors Factor 1 – Past Performance Factor 2 – Project Approach Factor 3 – Small Business Participation Plan Factor 4 – Price

It is anticipated that the relative order of importance of evaluation factors is non-price Factors 1 and 2 are of equal importance to each other and each is more important than Factor 3. All non-price factors (1, 2, and 3) when combined will be approximately equal to price. However, the importance of price will increase if the offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal's superiority to the Government.

The anticipated target award date is March of 2026.
