The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement to rehabilitate two Outlet Works Gate. This requirement is being procured in accordance with Parts 13and 36 of the Federal Acquisition Regulations as a 100% small business set aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. The projected magnitude of this construction project is between and $25,000 and $100,000.

PROJECT DESCRIPTION: The principal components of the work are listed under the project description below.

Morrow Point Dam was built in the 1960’s and completed in 1968. The outlet works at Morrow Point is a 4-foot by 4-foot square 74-foot long stainless steel clad conduit. The guard and service gates are in tandem and are 3.5-foot by 4-foot high-pressure slide gates fabricated from structural steel. The flat downstream surfaces and lower curved upstream back plate of the high-pressure slide gates are stainless steel cladded. Both gates are the same fabrication. The removable side seats on the gate bodies are bronze. An inspection of the outlet works was conducted in August 2016. This inspection revealed corrosion issues of the service gate. It was noted that the cathodic protection anode was missing on the service gate, but was present on the guard gate. Over the years the gates have developed leaks that cause ice build-up on the face of the dam in winter months. There has been multiple in-place repair attempts since 1981 but all have failed. The outlet works gates are currently removed and require repair/rehabilitation before returning to service. The purpose of the outlet work gates is to convey water through the dam during spring runoff, when high release rates are required, or anytime the generating units are taken out of service. If the gates cannot be rehabilitated and returned to service before May 1, 2017 it will severely impact our ability to meet mission requirements.

NAICS AND SIZE STANDARD: The NAICS code for this project is 232310 with a small business size standard of $15 million.

SOLICITATION RELEASE DATE: The release date for the final and formal solicitation number R17PS00254 is anticipated in January 2017. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents.
