The procuring activity intends to purchase two specific chemical products: Trumpet (EC), a naled-based adulticide manufactured by AMVAC designated as Brand Name only, and Habitat Herbicide, an aquatic herbicide manufactured by SePRO Corporation designated as Brand Name or Equal. Both products have been tested and approved for use in the environmentally sensitive Craney Island Dredged Material Management Area to support the agency's integrated mosquito and vegetation management program, reduce risks to non-target species, and maintain compatibility with existing application equipment and procedures. The formal solicitation will be published via a separate SAM notice in March 2026.

Under the authority of 10 U.S.C. 3204(a)(1), implemented by RFO 6.103-1(d) and Class Deviation 2026-O0017, the U.S. Army Corps of Engineers (USACE), Norfolk District, intends to procure on a sole source or brand name or equal basis, specific chemical products in support of the Craney Island Mosquito and Herbicide Treatment Services contract. The contract will be procured via a separate SAM notice to be published March 2026.
