About this file

This presolicitation notice from the Oregon Department of Transportation (ODOT) announces the resolicitation of Full-Service Price Agreements (PAs) for Architectural and Engineering (A&E) professional services related to transportation projects across Oregon's state highway system and local government transportation systems. ODOT is seeking consultants capable of delivering comprehensive, multi-discipline transportation services from project initiation through preliminary engineering and final PS&E delivery. Full-Service disciplines include project management, survey and mapping, environmental services, public involvement, utility coordination, geotechnical services, hydraulics, traffic engineering, cost estimating, pavement design, roadway design, bridge and structural design, right-of-way services, and bid assistance. The resolicitation schedule indicates a "Meet the Primes" event in January 2022, PA solicitation release in February 2022, solicitation closure in March 2022, evaluation in March 2022, Intent to Award in April 2022, and Notice to Proceed in July 2022. ODOT currently maintains 29 Full-Service Consultants under existing PAs expiring September 30, 2022, and plans to award new PAs for issuing Work Order Contracts through a streamlined "mini-solicitation process."

Full-Service is defined as the ability to deliver multi-discipline (two or more disciplines) transportation projects from initiation to final PS&E delivery with the consultant solely responsible for the project package delivery, though ODOT reserves the right to maintain certain disciplines in-house. Consultants must demonstrate capacity to work with minimal ODOT or local government oversight. Registration in OregonBuys, Oregon's online eProcurement system, is required for bid submission. The contact for the Full-Service Price Agreement program is Mary M. Cole, Full-Service Price Agreement Administrator, at Mary.M.Cole@odot.state.or.us or 503-986-6918. The resolicitation schedule is subject to change, and all information regarding current Full-Service opportunities and doing business with the State of Oregon is available through ODOT's procurement website and the state's procurement resources.
