About this file

This is a Presolicitation Notice for a construction contract issued by the Bureau of Reclamation for the replacement of a SCADA Uninterruptible Power Supply (UPS) system at Glen Canyon Dam in Page, Arizona. The contract is a total small business set-aside with a firm-fixed-price arrangement under FAR Part 15, with an estimated magnitude between $1,000,000 and $5,000,000. The project period is 545 days from the Notice to Proceed, and an anticipated award date of July 1, 2026. Construction wage rate requirements (Davis-Bacon) and performance and payment bonds per FAR 28.102 will apply.

The primary work involves demolishing and removing the existing SCADA UPS system and associated components, then providing and installing a new Schneider Electric 480V UPS system with external battery (or equal) with an 80,000 volt-ampere minimum capacity. The contractor must perform all electrical modifications, terminations, labeling, testing, commissioning, and cutover while minimizing downtime, and deliver shop drawings, submittals, factory support, training, acceptance testing, as-built documentation, operations and maintenance manuals, and warranty support. The UPS specifications include detailed technical requirements for battery capacity (6-hour minimum discharge time with 125 percent overload capability), communications protocols (Modbus TCP/IP or DNP3), voltage regulation, surge protection, and visual status indicators. The complete solicitation will be posted exclusively on SAM.gov, and offerors must be registered in SAM.gov with a valid UEI. Contract Specialist Megan Swift and Contracting Officer Lisa Laughbon serve as points of contact.
