DRAFT
NOAA/NATIONAL MARINE FISHERIES SERVICE
SOUTHWEST FISHERIES SCIENCE CENTER
U.S. Antarctic Marine Living Resources
STATEMENT OF WORK
I. Background/Overview:
The U.S. Antarctic Marine Living Resources (U.S. AMLR) Program of NMFS/NOAA is a program of directed research that collects ecosystem-based fisheries data in Antarctica in support of mandates stipulated in the Antarctic Marine Living Resources (AMLR) Convention Act of 1984 (16 U.S.C. §§ 2431-2444). Annual monitoring and research are carried out at two remote field camps in the South Shetland Islands: one on King George Island (Copacabana Field Camp) and one on Livingston Island (Holt Watters Field Camp at Cape Shirreff). These camps operate for approximately five months per year, and are staffed by 2-8 people (maximum total of 15 people).
The South Shetland Islands are uninhabited and lack the infrastructure and services available in populated areas. In the event of an injury or illness at one of our field camps, definitive medical care may not be available for hours to many days, and the U.S. AMLR Program does not have the capacity to provide dedicated staff for on-site medical support. Emergency evacuations may be dangerous and expensive. As such, a teleconsultation medical assistance service is necessary to ensure personnel have access to emergency medical guidance, programmatic support, medical direction, and clinical oversight.
II. Scope of Work
The Contractor shall provide an annual medical advice subscription, in support of the two U.S.
AMLR/NMFS field camps in Antarctica, with options to renew. To do this, the Contractor shall confidentially maintain medical records for U.S. AMLR field personnel throughout the year.
Prior to the deployment of U.S. AMLR personnel (generally Jul 1 to Oct 31), the contractor shall review medical records and confirm “fit for duty” status. Once U.S. AMLR personnel are in the field (generally Nov 1 to Mar 31) the Contractor will provide emergency medical advice via a 24 hour/day telephone service. The medical advice shall come from U.S. Board-Certified emergency physicians with experience in voice-only telemedical care for patients in isolated environments. The contractor shall provide an annual review of U.S. AMLR field medical supplies including a recommended pharmaceutical formulary. The Contractor shall also participate in a pre-planned medical drill with U.S. AMLR personnel in the field, once a year.
III. Tasks
Task 1 Provide unlimited access 24 hours/day, 7 days/week via telephone to U.S.
Board-Certified emergency physicians who are trained in voice-only telemedical care for patients in isolated environments.
Task 2 Confidential on-site maintenance of medical records for U.S. AMLR field personnel, allowing immediate access for emergency physicians during consultation calls.
Task 3 Pre-deployment review of medical records for all U.S. AMLR field personnel covered within the contract to confirm “Fit for Duty” status.
Task 4 An annual review of U.S. AMLR field medical supplies including a recommended pharmaceutical formulary.
Task 5 Tracking and submission of clinical reports for all medical consultations to be transmitted to U.S. AMLR without Patient Identifying Information.
Task 6 Participation of call center personnel via phone for at least one emergency medical drill conducted by U.S. AMLR field personnel at each field camp each year.
