About this file
This is a Presolicitation Notice issued by the Army Contracting Command - APG for a sole-source maintenance agreement procurement.
The U.S. Army Research Laboratory (ARL) at Aberdeen Proving Ground, Maryland seeks a two-year base period maintenance agreement with an additional two-year option period for an ARL-owned Ordered Powder Lithography (OPL) GL-100 additive manufacturing machine. The maintenance services must include hardware updates, software updates, and modifications to maintain the machine's operational quality and processing capabilities. The Government intends to solicit and negotiate with only one source under FAR 12.102(a): Grid Logic Incorporated (1070 Clark Road, Lapeer, MI 48446-3017; CAGE Code 5GWQ8; UEI K4H8MTCBYY93), the original equipment manufacturer and sole known holder of all intellectual property, patents, and software related to the OPL machine. The justification for sole sourcing is that Grid Logic is the only known source capable of providing repairs and periodic updates to ensure full and prompt support. The PSC code is J066 and the NAICS code is 811210. No set-asides apply to this procurement. Responses from any responsible source are due by 3:00 p.m. Eastern Time on Thursday, November 13, 2026, submitted by email to benjamin.l.krein.civ@army.mil. The anticipated award date is November 30, 2026. The Contracting Officer is Joseph M. Dellinger, reachable at joseph.m.dellinger2.civ@army.mil or 520-691-4720.
