Performance Work Statement Pure and Ultra Pure Water

July 2022

I. Background

NIST-Boulder has a state-of-the-art research laboratory (the Katharine Bloggett Gebbie Building) to support the most sensitive research done at NIST. Included in this building is a Class 100 microelectronics fabrication facilities, called the Boulder Micro-Fabrication Facility (BMF). Among the many critical pieces of infrastructure in this laboratory are the pure water system (PW) in the instrument laboratories, and the ultrapure water system (UPW) in the BMF.

II. Objectives

1. The objective of this acquisition is to:

A. Provide a consistent and reliable product water quality of the buildings PW and UPW systems, B. Minimize unscheduled downtime, C. Complete scheduled maintenance in a timely manner defined in the specifications of the work, D. Provide a mechanism for repairs, replacements, necessary upgrades, and unscheduled maintenance,

2. The tasks for the water system maintenance is divided between the PW and UPW systems and are specified separately. The maintenance of these systems shall be based on the ASTM D5127-13 “Standard Guide for Ultra- Pure Water Used in the Electronics and Semiconductor Industries” and the methods and requirements of Submittal Section 15485 (see reference section). The PW system must meet or exceed the CAP Type II (Resistivity: 2 MOhm/cm @ 25 C): College of American Pathologists Standards. The UPW system must meet or exceed Electronic Type E-1 (Resistivity 18.1 MOhm/cm @ 25 C, without dissolved oxygen requirements): ASTM D-5127 standard.

3. In addition to the preventative maintenance requirement (CLINs X001, X002, X003, X005, X006 and X007), the contractor shall provide all technical services, including parts, labor, as well as any subcontractors required, to troubleshoot and repair malfunctions of the PW and UPW Systems (CLINs X004 and X008). A. The contractor shall submit a quote for repair and/or troubleshooting when requested by the contracting officer's representative (COR). The quote shall include a detailed description of the work to be accomplished and a complete/detailed price breakdown to include all costs related to supervision, labor, material, and equipment to perform repair services once authorized.

B. The quote will then be evaluated for price reasonableness. The contracting officer (CO) will approve the Work

Order Authorization based on the evaluated quote and concurrence from the COR. The contractor exceeds the amount approved by the CO at their risk as only the work contained in the Work Order Authorizations will be paid by NIST.

In addition to the monthly and semi-annual maintenance, annual maintenance is required for the UPW system to generate 30 gpm of purified water that meets or exceeds the Electronic Type E-1 (Resistivity 18.1 MOhm/cm @ 25 C, without dissolved oxygen requirements): ASTM D-5127 standard annual maintenance is required.

2. The annual and one of the corresponding semi-annual and monthly maintenance for the PW and UPW systems shall be completed during the first complete weekend of December which consists of the time between the close of business on Friday 5:00 pm Mountain Time until the start of business the next Monday at 7:00 am Mountain Time.

The contractor shall:

1. Replace storage tank vent filter with parts and methods as specified by the manufacturer.

2. Inspect the nitrogen blanket system. Verify there are no tears in membranes. Verify the nitrogen flow and pressure are set to the manufacturer’s recommended values.

3. If the UPW storage tank is not in compliance with the manufacturer’s recommended values, repair the system to the manufactures standard in a method in accordance with the ASTM D5127-13 standard and the methods and requirements of Submittal Section 15485 (see reference section). If the contractor deems it to be more cost effective to replace the item, the contractor shall contact the COR for authorization to replace

B. UPW UV Sterilization Lamps (UV2) 254 nm - Replace all UV lamps with 254 nm DE validated lamps, quartz sleeves and O-rings with parts and methods as specified by the manufacturer. There are a total of 8 lamps.

C. UPW Filters (0.2 µm) - Replace all 0.2 micron final filters with parts and methods as specified by the manufacturer. There are a total of 6 filters.

D. UPW UV Sterilization Lamps (UV3) 185 nm - Replace all UV lamps with 185 nm DE validated lamps, quartz sleeves and O-rings with parts and methods as specified by the manufacturer. There are a total of 4 lamps.

E. UPW Filters (0.05 µm) - Replace all 0.05 micron final filters with parts and methods as specified by the manufacturer. There are a total of 14 filters.

F. Total Organic Content Analyzer

1. Replace total oxidizable carbons pumps with parts and methods as specified by the manufacturer. There are a total of 2 pumps.

2. Replace the total oxidizable carbons filter with parts and methods as specified by the manufacturer.

G. Disinfect The Entire UPW System (distribution loop lines plus a 2200 gallon storage tank) using a level of ozone based on contractors ozone generation method and NIST system requirements. The contractor shall supply a method of generating ozone to properly disinfect the PW system to a level that meets or exceeds the Electronic Type E-1 (Resistivity 18.1 MOhm/cm @ 25 C, without dissolved oxygen requirements): ASTM D- 5127 standard. NIST does not have the capability to generate ozone. After disinfection, the UPW system must generate 30 gpm of purified water that meets or exceeds the Electronic Type E-1 (Resistivity 18.1 MOhm/cm @ 25 C, without dissolved oxygen requirements): ASTM D-5127 standard.

H. UPW Annual System Report. The contractor shall supply the COR with a copy of a report summarizing work done, values recorded, any issues identified, and any repairs or replacements made within 3 business days of
