PRESOLICITATION NOTICE
NOAA Ship RONALD H. BROWN Mid-Life Refit
THIS IS A PRESOLICITATION/SYNOPSIS NOTICE ONLY. This is not a solicitation or request for quote or proposal and no contract or purchase order will be awarded from this notice.
The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition
Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), intends to solicit for the Mid-Life Refit Modification to the NOAA Ship RONALD H.
BROWN.
The RONALD H. BROWN is 274 feet in length, has a beam of 53 feet and will displace
3,250 tons when fully loaded. Two 3,000 horsepower propulsion motors will drive the ship to speeds of 15 knots. Although the ship’s home port is in Charleston, South Carolina, the ship is planned be on the west coast prior to the start of the Mid-Life Refit Modification.
The contractor shall provide all labor, material, and equipment necessary to successfully deliver a modified ship, in accordance with the Specification. A preliminary, draft Work
Package Summary outlining the work packages that will be included in this requirement can be found starting on the following page.
The North American Industry Classification Code (NAICS) for this acquisition is 336611 with a business size standard of 1,250 employees.
The acquisition will be issued as a Request for Proposals (RFP) in accordance with Federal
Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with
FAR Part 15, Contracting by Negotiations and will be posted as unrestricted; all responsible sources may submit an offer which shall be considered by the agency.
The RFP will be issued on or about May 2021 and will be posted on the Government Point of
Entry (GPE) located at www.beta.SAM.gov. The Government anticipates awarding a single firm fixed price contract to the contractor whose proposal represents the best value considering price and non-price evaluation factors. Hard copies of the RFP will not be issued. It is recommended that contractors monitor the GPE for the release of the RFP, specifications, drawings and all subsequent amendments.
The estimated date of award is May 2022. The duration of the refit is estimated to take approximately 24 months from time of award. While the Government will establish a firm no-later-than delivery date, shipyards are encouraged to propose their own realistic delivery schedule and will be included as an evaluation factor for award. The place of performance will be the Contractor’s Facility. The solicitation will include foreseeable costs and ship’s transit time to and from the place of performance is not included in the specified performance period.
Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the GPE and be included on the Interested Vendors List for this acquisition.

Mid-Life Refit
Work Package Summary

Introduction
NOAA will be funded by the Department of Commerce to complete a mid-life refit for the
Ronald H. Brown (RB) in light of the ship’s age and supportability concerns over critical equipment. The primary goals of mid-life refit are to replace obsolete systems, improve maintainability and efficiency, meet current environmental regulations, and extend the service life to 45 years. The RB, launched in 1996, is approaching its originally designed 30-year service life. The RB is the fourth of four Ships of Class which include (in chronological order), Thomas
Thompson (Operated by the University of Washington), Revelle (Operated by SCRIPS), and
Atlantis (Operated by WHOI). Under the direction of the Office of Naval Research (ONR), the three Sister Ships of Class have recently undergone (or are currently undergoing) Mid-Life Refit programs similar to what is envisioned for the RB. The following is a summary of each work package (WP) planned for the RB.
Work Package Summary:
WP 00 (Shipyard Contract Technical Specification): These are the “general” requirements of the shipyard contract. These are similar in scope to the 000 items (also known as General
Technical Requirements in Navy/MSC contracts). High-level components of this work item include:

Administrative and temporary services
Delivery and completion of work
Lot pricing items for steel, pipe, insulation, etc. replacements
Planning, Scheduling, and Technical documentation requirements
Drawing updates
Deadweight Survey and Inclining Experiment
WP 01 (Repower): The intent of this work package is to describe the replacement of the main propulsion system. This will require removal of existing propulsion equipment (diesel generator sets, main propulsion motors, propulsion motor drives, propulsion motor cooling units, propulsion and ship service switchboards, air receivers, etc.) and installation of new propulsion equipment. This will also require removal and installation of auxiliary systems and equipment.
The end result of this work package will be a fully functional, approved electric propulsion and generation system meeting all applicable ABS, USCG, and SOLAS requirements.
WP-02 (Bow Thruster System Modifications): The intent of this work package is to describe the replacement of the existing DC Electric motor serving the bow thruster and replace it with an
AC Motor. This includes renewal of the SW cooling system for the motor and thruster. This item also includes replacement of BT SCR Drives, renewal of BT controls, modification of effected
CO2 system, and installation of a BERP in Scientific Storeroom (1-8-0) over new motor installation. There will be a number of auxiliary equipment modifications/replacements as well including MG Set removal and installation of a new UPS system. HVAC modifications in the
Bow Thruster space will also be included in this package.
WP 03 (Z-Drive Inspection and Maintenance): The thruster units will be inspected and overhauled under the direct supervision of the OEM machinery technical representative, Wartsila
Defense Inc. This work item will include draining and disposing of the oil from both thruster units, removal of the propellers, changing the seals and inspecting the shafts, servicing the lower gear box, reinstalling propellers, and filling gear boxes with oil.
WP 04 (Ballast System Piping): The intent of this work package is to describe the modifications of the ballast system piping, manifold, and pump. The ballast manifold and pump
(fire/ballast/bilge pump) are located in the Lower Generator Room. This work package will require the following:
Removal of existing fire/ballast/bilge pump and strainer
Removal of existing ballast manifold and piping (steel)
Removal of tank crossover piping in the #4 and #5 SW ballast tanks.
Identify where steel piping is located in the Auxiliary SW crossover and change to CuNi.
Installation of new fire/ballast/bilge pump and strainer
Installation of new ballast manifold
Installation of new ballast piping
WP 05 (Firemain System Piping Replacement): The intent of this work package is to describe the replacement of the firemain system. The firemain pump is located in the Pump Room while system piping is located throughout the vessel. This work package will include the following:
Replacement of all galvanized steel firemain piping up to and including the steel suction valve, and piping to the AFFF system with 90-10 Copper Nickle piping.
Removal of the existing 50HP fire pump and replacement with new.
Removal of the existing simplex strainer and replacement with new duplex basket strainer.
WP 06 (Potable Water System Modifications): The intent of this work package is to describe the scope of work for the potable water system including in-kind replacement of portions of system network piping and modifications to the piping arrangement and evaporators in the
Lower Generator Room. The potable water system network piping is located throughout the vessel, in machinery, accommodation, and lab spaces. The evaporators and associated equipment are located in the Lower Generator Room. This work package will include the following:
Renewal of the two Alfa Laval evaporators
Installation of piping to connect the evaporators installed in WP-01 to the potable water system and seawater cooling system.
Renewal of the booster heater
Renew the existing RO unit. The new unit will have a larger capacity.
Renew salt water supply duplex strainer.
Replace all water heaters throughout the ship with tankless heaters.
Expand the potable water tanks capacity. Expand existing tanks in #4 P&S salt water ballast tanks and modify cofferdams.
Existing pressure sets/pumps will be retained.
WP 07-A (AC Spaces General): Includes general maintenance work items for AC systems throughout the vessel. AHUs are also replaced. Primary elements of this WP include:
Inspection and cleaning of air duct interiors
Renew all AHUs including mixing boxes
Renew various preheaters and reheaters
Renew all balance dampers throughout the ship
WP 07-B (AC Controls Upgrades): The intent of this work package is to describe the modification of A/C temperature controls at air handlers, fan coil units, and duct reheaters throughout the vessel. This will require replacement of temperature controllers and temperature sensors, minor modifications to existing heating control enclosures, and partial replacement of the chilled water piping branches at each cooling coil.
WP 07-C (AHU-5 Zone Redesign): This work package modifies the heating and cooling zones for spaces currently serviced by AHU-5 on the upper Main Deck. The existing AHU-5 will be removed and three new AHUs (smaller) will be installed in its place. The newly-created Server
Room will be curtained off and become its own zone.
WP 07-F (AC in Winch Room 2-99-0): This work Package will install AC in the Winch Room.
The cooling method for this space will be changed from ventilation to air conditioning. The existing ventilation fan will be removed, along with sections of existing ductwork. A new chilled water-cooling coil and axial fan will be installed.
WP 07-G (Addition of AHU-9 for forward berthing): This work package adds a new HVAC zone serving the forward berthing. The unit will be located in what was formally Deck Locker
01-16-4 and will serve 01 Level staterooms forward of Frame 35 and Scientific Storeroom #1
(Main Deck). AHU-9 will take makeup air from a weather intake on the 02 level. Makeup air will be combined with return air inside a mixing plenum before entering the air handler.
WP 08-A (HVAC Makeup Air Upgrades): Intrusion of sea spray and rainwater through makeup air intakes has caused moderate to extreme corrosion in HVAC system ductwork. This work package describes ductwork replacements and modifications to intakes. This package also changes interior HVAC ducting from galvanized steel to stainless steel.
WP 08-B (Generator Room Supply Fan Modifications): This work package describes the modification of port and starboard Generator Room supply fan intakes to decrease noise and improve supply air quality. This work item will also install demisters on two fan plenum openings.
WP 08-C (Laundry Room, Passageway 3-40-2, and Transducer Void 4-51-0 HVAC modifications): This work package describes the segregation of Laundry dryer vents. Exhaust
Fan E02-71-1 currently expels dryer exhaust from Laundry room 3-54-2 via an exhaust system serving several spaces on the vessel. Lint entering the exhaust system creates a fire risk and an independent exhaust system will be installed for the dryers to mitigate that risk. This work item will also include the removal of the underwater retractable boom system located in the Laundry
Room and the CME office above. Space freed up by removal of underwater retractable boom system will be re-utilized for ductwork to provide ventilation for the Laundry Room, Passageway
3-40-2, and Transducer Void 4-51-0 (these spaces currently have mold issues).
WP 10 (Sewage System and Drain Replacement): This work package replaces piping and equipment in the sewage and graywater system. This will include the following:
Replacement of all graywater and sewage drains, and sewage transfer and treatment piping aboard the vessel. Use USCG approved PVC piping is allowed.
Replacement of the sewage treatment system with an upgraded unit certified by USCG and IMO MEPC 227(64) approved.
Replacement of the sewage vacuum and transfer system. Replacement includes the sewage pumps inside the tank, the vacuum manifold, manifold and tank instrumentation, valves and valve actuators, and control panel.
Modification to the sewage vent system.
Modifications to the auxiliary SW system.
WP 11 (Ship Stores Refrigeration Equipment Replacement): This work package replaces the ship stores refrigeration units. Due to the age and type of refrigerant, there is a desire to replace the two units with new, operating on modern and more environmentally friendly refrigerants.
Work will include:
Renew both refrigeration units.
Renew all refrigerant piping.
Renew all thermal expansion valves, pressure/temperature gages, and liquid line sight glasses.
WP 12 (Science Refrigeration System Modifications): This work package replaces the refrigeration systems serving the two scientific temperature-controlled spaces located on the
Main Deck. Work includes:
Renew the Science Chill and Science Freeze systems (includes two condensing units, two evaporator units, control panel, and sensors).
Modification to the refrigerant, freshwater and seawater cooling, and drip pan drain piping.
Addition of an interface between each new refrigeration system and the ship’s alarm and monitoring system, as well as addition of new personnel-trapped-in-freezer alarm.
Electrical Modifications to support new systems.
Renew heat strips in freezer.
WP 13 (Uncontaminated Seawater System Modifications): This work package replaces some of the scientific uncontaminated seawater system piping as well as modifies supply and discharge piping.
Most of the existing plastic lined steel piping will be retained.
The existing two pumps will be renewed along with their strainers.
The existing low suction takes suction from the bow thruster cavity. Design a new suction outside the cavity. Renew reach rod for same.
WP 14 (Public Address System Groom): This work package upgrades the PA system. This task will require a system groom by the manufacturer (Hose-McCann) including the following elements:
Firmware is updated to the latest version for any major component
Assessment of system performance
Replacement of all exterior speakers
System balance
WP 15 (Dial Telephone System Modifications): This work package upgrades the dial telephone system. This task will require removing all cable and components associated with the existing telephone system and replacing with new.
WP 16 (Navigation Lighting System Modifications): This work package replaces the navigation lighting system and includes replacement of navigation lights, navigation light control system, all cable and junction boxes between the control system and the lights, and power feeders to the navigation light control system.
WP 18 (Aft Control Station Console Removal): This work package removes the aft control station console and includes removal of an electrical enclosure, removal of associated foundation(s), electrical wiring, and cable rerouting.
WP 19 (Exterior Ballast and Fuel Tank Vent Modifications): This work package removes and replaces 14 ballast tank and 10 fuel tank vent check valves and pipe return bends to increase the valve distance from the deck, thereby increasing the maintainability of the valves and deck surfaces. This work item also renews all ballast tank vent piping from the tank to the terminus on deck.
WP 20 (Hydraulic Oil Transfer Pump Installation): This work package installs a new hydraulic oil transfer pump system. The new system is to allow pumping of hydraulic oil to the main deck for filling the port and starboard cranes, as well as to change hydraulic oil in the A-
Frame and Z-Drive reservoirs located in the Propulsion Motor Room.
WP 21 (Oily Water Separator Replacement): This work package replaces the OWS located in the Generator Room. The new unit will be a centrifugal unit.
WP 23 (Anchor and Chain Maintenance): This work package performs normal drydock maintenance on the anchor chain and anchors. Work includes removal, inspection, blasting, and painting of the anchor chain, anchors, and miscellaneous chain hardware. This item will also include maintenance of chain locker and associated drains/pumps/valves
WP 24 (Overhead Lighting Upgrades): This work package replaces the existing ceiling systems and existing lighting fixtures, cabling, and lighting controls in the common areas and lab spaces. Also includes renewal of overhead ceiling tiles and framing/support structure throughout the ship. This item will also include a lot price for joiner bulkhead renewal.
WP 25 (Steel Replacement): This work package inspects areas that are subject to corrosion.
Inspections include thickness gauging of defined plate areas. Bid for this item will also include lot pricing for various steel replacements.
WP 26 (Drydocking): This work package describes the general drydocking and associated hull maintenance requirements. Work includes:
Renew all sea valves
Renew all sea valve reach rod systems.
Accomplish modification to renew the main port and starboard 12” sea suction valves in the Generator Room with gate valves. Existing valves are butterfly.
Blast hull and freeboard to bare metal and paint.
Blast Main Deck (and possibly others) to bare metal and paint
Maintenance coat of paint on superstructure
WP 27 (Transducer Modifications): This work package describes transducer system modifications/replacements. Transducers are CFM. The primary elements of this work package include:
Replace the EM122 with new EM124 system.
Blast, identify and correct any discovered steel repairs, and paint the interior of the fairing structure.
Crop out and replace the main cable conduit with new stainless-steel pipe.
Install a new SBP29 Transmit Array (6-degree) parallel to the EM124 Transmit Array and cabling to integrate this capability into the overall EM124 system.
WP 28 (Scientific Power and Network System Modifications): This work package describes the installation of single-mode fiber optic and CAT6/CAT7 ethernet cable for the ship’s LAN and science LAN, Shipboard IP phones, and science IPTV’s and removal of excess and dead-ended cables to free up space in trays and bulkhead penetrations and ease installation of the new cable. Removals include existing multi-mode fiber optic and existing CAT5 cables. Further, scope includes the removal of both MG sets located in the MG Room (2-8-1). In its place install new UPS system to provide clean power and backup power to the labs. Along with this mod, a bolted access plate will be installed in the deck of the Scientific Storeroom No. 1 to allow access into this new UPS Room. This access will be used to rig batteries in/out for maintaining the new
UPS system.
WP 30 (Tank Level Indicator System Renewal): This work package describes the replacement of all tank level indicators (TLIs) throughout the vessel with new. This work package also describes how TLIs interface with other ship systems.
WP 31 (CTD Winch Overhauls): This work package describes the factory refurbishment of the existing CTD winches. The scope also includes an upgrade of the drive motor feedback system to a digital system.
WP 33 (Interior Decking Replacement): This work package describes the replacement of decking throughout the interior of the vessel. A primary element is to replace the tile decking in passageways to PRC-type deck.
WP 34 (Perimeter Lighting Installation): This work package describes the installation of a new perimeter lighting system to improve visibility while in foreign ports. Lighting will be removable and illuminate 360° of the freeboard.
WP 35 (Radar Renewals): This work package describes the renewal of the radar suite. Scope will include replacement with Furuno FAR22-xx-series radar sets with new turning units/antennas and new processors/displays.
WP 36 (CCTV System Renewal): This work package describes the removal of the existing
CCTV system and installation of a new/upgraded replacement. Work package includes:
Removal of existing cameras and associated Co-axial cabling
Removal of CCTV controllers and remote stations
Installation of new cameras
Installation of new cabling (fiber optic)
Installation of new controller and remote stations.
WP 37 (Navigational System Renewals): This work package describes the renewals and upgrades of various navigational systems. Systems include:
IMO Depth sounder (Furuno FE800 System)
Gyro System (iXBlue Quadrans dual system with Navigation I/O Interface box)
Bridge-wing and Flying Bridge Bearing Repeaters (Pelorus stands and all attachments needed by command)
GPS System and NMEA2000 Remote Display at all control stations
Doppler Speed Log (Furuno DS60)
WP 38 (General Maintenance): This work package describes the inspection, repair, and modification work required for the following systems:
A-Frame
Anchor Windlass
Hydroboom
Rescue Boat Davit
Stores cranes
Insulation in various spaces
Life rafts
Masts
Fire equipment
Chiller maintenance
WP 40 (Secure Communications System Installation): This work item installs a secure communications system in designated space on ship to allow secure communications between the ship and military units or NOAA headquarters and installs a safe in designated space on ship to securely hold and store CMS materials associated with the secure communications system.
This item also refurbishes or renews the Ship Security Alert System (SSAS) to restore full functionality of this system.
