Description of Requirement: Immigrations and Customs Enforcement (ICE), Homeland Security Investigations (HSI) requires a web-based Law Enforcement Investigative Database Subscription (LEIDS) to assist the ICE mission of conducting criminal investigations that protect the United States against terrorists and criminal organizations that threaten our safety and national security; to combat transnational criminal enterprises that see to exploit America’s legitimate trade, travel and financial systems. ICE investigative agents require a robust analytical research tool for its in-depth exploration of persons of interest and vehicles.
There are approximately over 11,000 users on the existing contract. The procurement will combine the Investigative Database subscription and License Plate Reader Subscription. The Government anticipates awarding one (1) Firm Fixed Price (FFP) contract using FAR Part 12 and 15 procedures. This will be a full and open competition using trade off source selection procedures. No set-aside will be used. Small businesses are encouraged to participate. Small Business Subcontracting Plans will be required from all large businesses.
Proposed Contract Period of Performance: One-year base period with four (one-year) option periods.
Anticipated solicitation release date: December 4, 2020
Anticipated contract award date: February 15, 2021
