About this file
This is a Presolicitation Notice for the Naval Air Warfare Center Training Systems Division (NAWCTSD) to procure Modular Shallow Water Egress Trainer (MSWET) devices. The contract will initially acquire five MSWET training devices, with options to purchase up to four additional units, supporting Navy Aviation Survival Training Centers. The MSWET is a specialized training device with a stainless-steel frame and seat, featuring interchangeable exits that simulate helicopter cockpit and cabin configurations, and designed to train pilots and passengers in emergency egress procedures.
The procurement is planned as a sole-source contract with Survival Systems USA, Inc. (SSUSA) in Groton, Connecticut, scheduled for award in Fiscal Year 2026 with deliveries in FY 2026-2027. Interested sources can submit detailed technical capabilities demonstrating competitive advantage by email to Julie Alonso by 1500 PM Eastern on Monday, 20 October 2025. Responses are limited to ten pages and will be evaluated to determine whether the government will proceed with the sole-source procurement under 10 U.S.C. 3204(a)(1) authority. The Navy has conducted market research and determined SSUSA is the only source capable of meeting the specific requirements for these training devices.

PRESOLICITATION
NOTICE: N6134025Q0017
PROGRAM: General Training-Naval Aviation Survival Training Program (NASTP)Modular Shallow Water Egress Trainer (MSWET)
NAICS: 333310
PSC: 6910
The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate on a sole source basis, Modular Shallow Water Egress Trainer (MSWET).
The MSWET contract will consist of a base contract action that will procure five (5) MSWET devices, and Option CLINs to procure up to an additional four (4) more devices in support of Navy training at multiple Aviation Survival Training Centers. The MSWET consists of a stainless-steel frame, stainless-steel seat, and an attached modular bulkhead with interchangeable exits that replicate both cockpit and cabin helicopter exit. It is equipped with a five‐point rotary restraint and Emergency Release System (ERS). The seat can be positioned to simulate either a pilot or copilot seat (exit to the side of the student) or passenger configuration (exit behind the student). The student is strapped into the seat and visually locates the exit release mechanism. The student grasps a reference point as the operator inverts the device. When completely inverted, the student opens the exit, releases the restraint, and pulls through the exit. The anticipated award date is Fiscal Year (FY) 2026 with deliveries in FY 2026-2027.
The contract is planned for Survival Systems USA, Inc. (SSUSA), Groton, Connecticut under the statutory authority of 10 U.S.C. 3204 (a) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” SSUSA is the only source with the requisite knowledge, experience, and technical expertise to fulfill requirements necessary to deliver the MSWET devices to meet the required need date. Based on a prior sources sought notice, the determination was made to not compete this procurement since no viable response was received to the notice. It is noted that the Small Business Office concurred with the decision to sole source to SSUSA.
PROGRAM BACKGROUND
In 2009 the NASTP Training Management Team identified a need for egress training systems as its #2 strategic priority. NAWCTSD procured 14 MSWET devices that are currently in use at each of the 8 Aviation Survival Training Centers (ASTCs). The MSWET devices are noted for significantly increasing student performance in the advanced stage of the underwater survival training curriculum.
Ongoing market research performed by the Government supports that SSUSA remains the sole source company capable of meeting the Governments requirements for the MSWET devices. The Government’s market research efforts did not identify any other company capable of satisfying the specified requirements in the required timeline.
This notice is not a request for competitive proposals. It is a notice outlining the Government’s intent to contract on a sole source basis with SSUSA. Interested sources are solicited to provide their written technical capabilities. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested sources must submit detailed written technical capabilities to produce MSWET training devices, to meet the needs of the Government. Detailed written capabilities must be submitted by email to Julie Alonso (Julide.n.alonso.civ@us.navy.mil) in an electronic format that is compatible with MS Word, no later than 1500PM Eastern on Monday, 20 October 2025. Verbal submissions via phone will not be honored.
All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than TEN (10) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available. If no written challenge to this synopsis is received (or if a response is received, but determined it cannot meet the Government’s need), the government will proceed with this procurement on a sole source basis under an approved justification and approval for other than full and open competition in accordance with the statutory authority of 10 U.S.C. 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) subpart 6.303 based on the rationale provided above will be initiated. If conducted as a sole source procurement, a separate synopsis will not follow. This synopsis will satisfy the intent of the requirements under FAR 5.201 and 5.204. In accordance with FAR 5.102(e), copies of the solicitation will be available upon request.
