Boysen Generator Rewind
PRE – SOLICITATION NOTICE
Solicitation Notice 140R6024R0016
The Bureau of Reclamation’s Missouri Basin Regional Office intends to solicit a Request for Proposal (RFP) on or around May 30, 2024 as described in this Pre-Solicitation Notice. The RFP will be issued via the Sam.Gov web page at https://sam.gov.
The Department of Interior, Bureau of Reclamation (Reclamation), Missouri Basin Regional Office has a requirement for the construction services necessary to perform generator rewinds for Units 1S-36P635 and 2S-36P635 at the Boysen Power Plant (BPP) in Fremont County, Wyoming.
BPP is in a remote location in Wyoming located on the Wind River, making communication difficult outside of the established federal government systems and travel at the site difficult. Two anticipated limiting factors for most businesses in completing the subject scope of work are the generator capacities (large size) and location of work (remote/rural). Overhead photos of the location are provided below for reference. The material characteristics of Generator Units 1S-36P635 and 2S-36P635 include, but are not limited to, the following:
Elevation: Approximately 4,650 ft Load: 8,333 kVA.
Power factor: 0.9.
Voltage: 4.16 kV, 3-phase.
Frequency: 60 Hz.
Synchronous speed: 180 rpm (40 poles).
Runaway speed: 365 rpm.
Direction of rotation: Counterclockwise.
Main and neutral leads: Interchangeable.
In accordance with FAR 36.204, the estimated magnitude of this proposed construction project is more than $10,000,000. The Bureau of Reclamation anticipates utilizing full and open competition for this acquisition. The applicable North American Industry Classification System (NAICS) Code is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a business size standard of $12.5 million. The Product Service Code is Z1MD – Facilities & Construction – Facility Related Services. The Government intends to award this contract as a Firm Fixed Price construction contract using the procedures at FAR Part 15, Contracting by Negotiation. The Government intends to utilize tradeoff source selections procedures to award to the offeror who represents the best value to the Government. The resulting solicitation will be posted for 30 days.
The period of performance for this requirement is anticipated to be approximately 48-months from the time of contract award. The contractor who receives the award will be required to commence work within 10 days of receiving a signed Notice to Proceed from the Contracting Officer. The expected period of performance is inclusive of receipt and acceptance of all submittals by the Bureau of Reclamation, final on-site cleanup by the contractor, and completion of invoicing. The Contractor will provide warranty on the generator armature windings (and other generator parts as applicable) which includes post-installation inspections of required parts at approximately 18 months, 36 months, and 60 months after commissioning of each respective generator. Additionally, the Government anticipates performing annual maintenance testing, including DC ramps tests, which shall not void required contractor warranties. The primary objectives related to design and construction of the generator rewinds is estimated to be November 1, 2024, through September 30, 2028. Additionally, the government will require continued contractor support through the warranty period, as required, through May 30, 2032.
The work to be performed for the generator rewinds of Generator Units 1S-36P635 and 2S-36P635 are anticipated to include, but are not limited to, the following:
· Provide representative(s) with acceptance authority on-site to witness pre-teardown measurements and establishment of unit centerline.
· Design, build, and deliver one work platform for access to generator bores.
· Removal of existing armature windings.
· Installation and testing of generator armature windings (and associated materials).
· Removal of existing generator stator cores.
· Furnish, install, and test new stator cores (and associated materials).
· Furnish new generator air coolers and bearing oil coolers to be installed by Other Entities (see below)
· Abatement of asbestos-containing materials and hazardous materials containing regulated metals, as required.
Work that will be performed by Other Entities (i.e., work not to be performed by the Contractor) are anticipated to include, but are not limited to:
· Generator pre-teardown measurements, disassembly, reassembly, and unit rotating mass alignment
· Removal of existing field poles.
· Furnish and installation of new field poles.
Additional considerations include the following:
· The Boysen Power Plant (BPP) requires the ability to continually generate power while undergoing the subject rewind construction. As such, the work on generator units 1S-36P635 and 2S-36P635 shall be performed consecutively vs. concurrently.
· The Contractor will be provided ample lead time to order all necessary materials and complete the design and production/fabrication scope of work in-house and prior to construction the respective generators.
· The government requires flexibility in scheduling for BPP on-site work dependent on when necessary Other Entity performed work is complete. If necessary Other Entity performed work is ahead of schedule, the government desires.
· Anticipated construction generator outage windows:
· First unit: January 2026 to December 2026.
· Second unit: January 2027 to December 2027.
· Powerplant access is controlled and as such, Contractor personnel will have security escorts for the entirety of their on-site work at the BBP. Allowable on-site work will be limited to 7 a.m. to 5 p.m., Monday through Friday, excluding Federal holidays, unless otherwise noted.
Please send all correspondence related to this pre-solicitation request to Mitchell Frost at mfrost@usbr.gov. It is incumbent upon contractors to monitor the Sam.Gov for RFP release and all subsequent amendments.
