About this file

This presolicitation notice announces the USAID Human Rights for Vulnerable Groups Program. USAID/Georgia plans to issue a request for proposals in mid-to-late October 2023 to implement a standalone five-year contract with a budget of $6-8 million. The goal is to address human rights needs of vulnerable groups through responsive government policies and services, public awareness campaigns, and civil society advocacy. Broad objectives include technical assistance to strengthen government programs and policies, conduct strategic information and awareness campaigns, and build capacity of CSOs representing vulnerable communities. USAID/Georgia identified potential respondents to an initial RFI, including international NGOs, research institutes, and local CSOs providing services such as legal aid and psychosocial support. Interested parties are advised to monitor for additional details on a presolicitation conference and forthcoming RFP.

SUBJECT: Presolicitation Notice: USAID Human Rights for Vulnerable Groups Program

DOCUMENT NUMBER (Notice ID): 72011423RFI00007

ISSUANCE DATE: August 7, 2023

To All Interested Offerors:

USAID/Georgia is planning to organize a presolicitation conference in late September 2023 for the above-reference USAID Human Rights for Vulnerable Groups Program (the “Program”). The objective of the presolicitation conference, among other things, is to provide a forum for potential collaboration and formation of consortia amongst potential offerors, subcontractors and grantees and to gauge and promote interest of local organizations to participate as the prime contractor.

USAID/Georgia will issue a further notification of the additional details of the event at the beginning of September 2023. USAID currently expects to issue a Request for Proposals (RFP) in mid-to-late October 2023.

The goal of the Program is to address human rights needs of the vulnerable groups (including but not limited to, persons with disabilities, victims of gender based violence, vulnerable children, and the LGBTQI+ community) by supporting responsive government policies and services, raising public awareness, and strengthening civil society organizations for effective advocacy and monitoring.

To implement the Program, USAID/Georgia currently envisions a standalone contract for a period of five (5) years with an estimated overall budget of $6M to $8M. Three broad objectives of the program are:

1. Supporting Responsive Government Policies and Services:

a. Technical assistance to Government of Georgia (GOG) agencies (such as the Agency for

State Care) to analyze the gaps in design and delivery of publicly-funded services to the targeted vulnerable groups.

b. Technical assistance to the GOG at the national and municipal level to design and implement new policies and services, addressing the gaps identified, and responsive to the needs of vulnerable groups.

c. Technical assistance and capacity building to governmental and non-governmental

2. Strategic Information and Awareness Raising:

a. Technical assistance to the governmental and non-governmental entities to plan and implement targeted, strategic information campaigns for raising public awareness and transforming negative gender, PWD-related, and sexual orientation related stereotypes, changing prevailing attitudes and norms that condone violence, and empowering and informing vulnerable groups about services they are entitled to. This workstream will include grants under the contract to non-governmental organizations.

b. Carrying out information/awareness raising campaign services towards the goals of the program, with instruments to measure attitudinal changes resulting from awareness raising campaigns.

3. Technical Assistance to Civil Society Organizations (CSO) Representing the Interests of Targeted Vulnerable Groups:

a. Technical assistance for institutional strengthening and capacity building to CSOs for effective advocacy, monitoring, awareness raising, and strategic communications. This workstream will include grants under the contract to non-governmental organizations.

b. Purchasing certain services from CSOs to be delivered to the targeted vulnerable groups, such as legal aid and psycho-social assistance. This workstream will include grants under the contract to non-governmental organizations.

USAID/Georgia issued a Request for Information on April 28, 2023 (Initial RFI). Subsequently, USAID/Georgia contacted the RFI Respondents to inquire whether they would be willing to consent to USAID/Georgia publishing certain information in a future presolicitation announcement to foster potential collaboration and formation of consortia amongst potential offerors, subcontractors and grantees. Below is a list of the RFI Respondents that expressed interest and capability to perform all or portion of the activities described in the Initial RFI:
