(16) Description:

This requirement is for a PAR Test Article and ancillary items for the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR) National Severe Storms Laboratory (NSSL).

The required tasks are as follows:

• Task One (1) – Radar Test Article (RTA)

• Task Two (2) – Radar Test Facility (RTF) (including construction)

• Task Three (3) – Installation and Integration of RTA

• Task Four (4) – Documentation and Training

• Task Five (5) – Support and Maintenance

Tasks One (1) through Four (4) will make up the base period, which will have an anticipated period of performance of two (2) years. Task Five (5) will consist of five, one-year option periods. Full details on this project will be provided in the solicitation.

The Government anticipates awarding a non-commercial contract executed in accordance with FAR Part 15, Contracting by Negotiation.

• Task One (1) RTA is a firm fixed price supply.

• Task Two (2) RTF is firm fixed price construction and is supplementally governed by FAR Part 36, Construction and Architect-Engineer Contracts.

• Tasks Three (3), Installation and Integration of the RTA, and Four (4), Documentation and Training, are firm fixed price services.

• Task Five (5), Support and Maintenance, is a Time and Materials service.

The North American Industry Classification System (NAICS) code for this procurement is 334519 - Other Measuring and Controlling Device Manufacturing, with a corresponding small business size standard of 600 Employees.

One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

All responsible sources may submit a proposal in response to the forthcoming solicitation which shall be considered by the agency.

The anticipated Request for Proposal issuance date is on or about June 26, 2023. The anticipated proposal due date is on or about August 24, 2023.
