MIDDLE POINT RIP RAP
Belle Fourche Reservoir, City of Belle Fourche in Butte County, South Dakota
The Department of Interior, Bureau of Reclamation (Reclamation), Missouri Basin Regional Office is soliciting sealed bids the construction of approximately 1,150 linear feet of riprap revetment along the shoreline of Belle Fourche Reservoir at Middle Point. The work under this requirement is located at Belle Fourche Reservoir and is 6 miles east and 3.5 miles north of the City of Belle Fourche in Butte County, South Dakota.
The principal components of the work to be performed include the following tasks:
-Constructing approximately 1,150 linear feet of riprap revetment at two sites located along the shoreline. This shall include stripping existing topsoil and excavation/embankment at cutbanks to form a 3:1 subgrade slope.
-Installing geotextile on the prepared subgrade and placing riprap rock on the geotextile covered surface.
-Placing 3-inches of salvaged topsoil on exposed slopes.
-Seed and mulch all disturbed areas.
A ‘Invitation for Bid’ solicitation package is anticipated to be available for viewing through electronic commerce via https://beta.sam.gov/ on or about February 26, 2021. Proposals will be due on or about April 2, 2021. The estimated price range of this acquisition is between $250,000 and $500,000. This acquisition will be set-a-side for Small Business competition using FAR Part 14 Sealed Bids. The applicable North American Industry Classification System (NAICS) Code is 237990. The Small Business Size Standard is $39.5M.
SAM: Effective July 29, 2012, any contractor interested in doing business with the Government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), the online representations and certifications application (orca), and the Excluded Parties List System (EPLS).
SAM requires the contractor’s Duns and Bradstreet number and banking information for registration.
Contractors may obtain information on registration and annual confirmation requirements by accessing the SAM website at https://www.sam.gov/portal/public/sam/ or by contacting the Federal Service Desk at 1(866)606-8220.
Payment requests for the anticipated contract must be submitted electronically through the U.S.
Department of the Treasury’s Internet Payment Platform (IPP) system. The IPP website is located at https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractors may obtain assistance by contacting the IPP Production Helpdesk via e-mail ippgroup@bos.frb.org or phone 1(866)973-3131. If the contractor is unable to comply with the https://www.sam.gov/PORTAL/PUBLIC/SAM/ https://www.ipp.gov/ mailto:IPPGROUP@BOS.FRB.ORG requirements to use IPP for invoice submission, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or bid.
