REQUEST FOR PROPOSALS (RFP) 140P5225R0008
Project Title: Preserve Wisconsin Memorial - Vicksburg National Military Park (U.S. National Park Service)
Park/Unit: VICKSBURG NATIONAL MILITARY PARK Google Earth
PLACE OF PERFORMANCE: Union Avenue (milepost 2.9 of tour road) in Vicksburg, Mississippi.
DESCRIPTION: Wisconsin Memorial was dedicated on May 22, 1911. This historic structure stands 122 feet high and on top of a raised pedestal is a 57.5 foot Doric column and a bronze statue of "Old Abe" the war eagle, mascot of the 8th Wisconsin Infantry. On each side of the column (bordered on three sides with a low wall) are a statue of an infantryman and a cavalryman with his horse. Embedded within the pedestal are bronze relief panels in honor of the 9,075 Wisconsin troops who fought at Vicksburg. A relief tablet at the base of the column depicts a Union and Confederate soldier with hands clasped in friendship to symbolize the peace which now exists between the states. The sculptor was Julius Loester.
This granite monument was the work of prominent New York architect W. Liance Cottrell and cost $90,644 to build. The stone was quarried in Winnsboro, South Carolina, and stands as a reminder of the sacrifices made by Wisconsin soldiers during the 47 day siege of Vicksburg.

The Work consists of:
1. Restoration and conservation work (including but not limited to) cleaning and repairing stone, restoring bronze work, cleaning and repairing stone floors, repointing joints, installing lightning protection, etc.
2. Project will be constructed under a single prime contract
3. PROJECT SPECIFICIATIONS AND SCHEDULE B CONTRACT PRICE SCHEDULE has various
Contract Line Items Numbers (CLINS) for a BASE PRICE (CLINS 1-26) and a PRICE FOR ALL OPTIONS (CLINS 1A-2B). The Government will evaluate offers for award purposes by adding the total price of all options to the total base price. Evaluation of options will not obligate the Government to exercise the option(s).
SET-ASIDE: 100% Total small business set-aside NAICS CODE: 712120 | SIZE STANDARD: $13.0 million dollars in annual receipts
OFFER DUE DATE: 30 Days after RFP published date. A complete package should include:
1) VOLUME I - TECHNICAL (Non-Price Factors 1 - 6)
2) VOLUME II - BUSINESS/PRICE (SF1442, PRICE SCHEDULE, BID BOND, REPS/CERTS, ETC):

EVALUATION OF OFFERS: NPS shall evaluate all proposals IAW FAR 15.305(a). Award may be made without discussions. For purposes of efficiency, the NPS may establish a competitive range comprised of the most highly rated proposals within project budget constraints.
BASIS OF AWARD: Best Value Competitive Offer based upon price and non-price factors
CONTRACTING METHODS: FAR Part 15 NEGOTIATIONS and 36 CONSTRUCTION procedures.

NOTICE: NPS encourages timely definitization of equitable adjustments for change orders under construction contracts. NPS policy is to definitize change order proposals within a reasonable period (typically within 30 Days, but not longer than 90 Days usually) after receipt of an adequate change order definitization proposal. REA proposal shall contain sufficient information to enable the contracting officer to conduct meaningful analyses and audits of the information contained in the proposal. Information regarding the agency's definitization of equitable adjustments for change orders under construction contracts can be found in the PROJECT SPECIFICATIONS and requisite DIAR clauses in Section I.
