About this file

This is a Pre-solicitation Notice issued by the USDA Rural Development Business Center Procurement Management Office on September 10, 2026.

The USDA Agricultural Research Service (ARS) National Agricultural Library (NAL) seeks immediate and continuous authenticated electronic access to Springer Nature e-books under the "Access & Select" BASIC plan with perpetual access rights. The requirement includes two collections: the Biomedical and Life Sciences collection (703 titles) and the Earth and Environmental Sciences collection (560 titles). The contract will be awarded on a sole source basis to Springer Nature Customer Service Center, LLC, as Springer Nature is the sole copyright holder of these publications and the only vendor capable of guaranteeing unembargoed, perpetual access rights to the content. The perpetual access provision is critical to NAL's mandate to preserve the nation's agricultural literature and ensures that USDA users retain access to purchased materials indefinitely, rather than losing access when a subscription term expires. The anticipated award date is September 30, 2026. The product service code is 7610, and the NAICS code is 513130. All offerors must be registered in SAM.gov to be eligible for award. The contracting officer is Elyse Schnorr, (505)460-0863, elyse.schnorr@usda.gov. Set-asides are not applicable.

2. Set-asides: Not applicable.

4. Description:

The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) National Agricultural Library (NAL) requires immediate and continuous authenticated electronic access for all USDA users and public on-site users to the Springer Nature e-book " Access & Select" Biomedical and Life Sciences collection (703 titles) and Earth and Environmental Sciences collection (560 titles) BASIC plan with perpetual access to the selected titles up to the value of the license fee for DigiTop.

This contract action will be awarded on a sole source basis in accordance with the Revolutionary FAR Overhaul (RFO) 12.102(a). The resulting contract will be for a commercial service, with an anticipated award date of September 30, 2026.

The intent of the contracting office is to issue a noncompetitive contract action to Springer Nature Customer Service Center, LLC.

Springer Nature is the only copyright holder of its publications and thus is the only source of the content of these publications and the perpetual access rights NAL requires. Springer Customer Service Center LLC, as the business entity of Springer Nature publications, is the only vendor that can meet NAL’s requirement for immediate, un-embargoed authenticated access to its publications, and who can guarantee unembargoed, perpetual access rights to the content issued during the period of performance. Having perpetual access rights granted by Springer Nature will give USDA users access in perpetuity to the electronic books for which NAL purchases access. If NAL does not acquire the perpetual access rights to subscribed material, access to the material it has purchased will end when the term of the subscription ends.

Maintaining perpetual access from publishers fulfils NAL’s mandate to preserve our nation’s agricultural literature.

All offerors must meet be registered in SAM.gov in order to be eligible for award.
