The work includes labor, materials, equipment, supplies, travel, supervision, and incidentals necessary for the full design and construction of trail bridges on the Multi-Use Trail system. Davis-Bacon wage rates apply to construction activities, and Performance and Payment bonds will be required. The Government intends to award without discussions but reserves the right to conduct discussions if deemed in the Government's best interest. All contractors must be registered in the System for Award Management (SAM) database to be eligible for award. Site visits are not available (N/A). FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS
ARE AVAILABLE AT THIS TIME.
The United States Department of Agriculture, Forest Service, Region 3, PPS intends to issue a Request for Proposals (RFP) for a firm fixed-price, Sam Houston Trail Bridge Replacement for Sam Houston National Forest west of New Waverly, TX., for the United States Forest Service, Southwestern Region 8.
The anticipated requirement will be issued under RFP Number 127EAV26R0010. The RFP is expected to be posted to Contract Opportunities at https://www.sam.gov/ in February 2026 (third or fourth week).
This acquisition is a Design-Build construction procurement conducted in accordance with FAR Part 36, using competitive negotiation procedures under FAR Part 15. The Government intends to award a single, firm-fixed-price Design-Build contract.
The successful offeror shall be responsible for providing all labor, materials, equipment, supplies, supervision, professional engineering services, and construction necessary to complete the project. Architect-Engineer services are incidental to construction and are not being procured under the Brooks Act (40 U.S.C. Chapter 11).
The contractor shall bear full responsibility for both design and construction, including coordination of professional engineering services, preparation of sealed design documents by a licensed Professional Engineer registered in the state where the work is performed, and construction in accordance with the approved design.
The procurement will be competed as a 100 percent Small Business set-aside. The North American Industry Classification System (NAICS) code applicable to this procurement is 237990, Other Heavy and Civil Engineering Construction.
Award will be made on a Best Value Tradeoff basis considering Technical Approach, Technical Qualifications, Past Performance, and Price. Alternative Technical Concepts (ATCs) may be considered in accordance with the solicitation. Davis-Bacon wage rates apply to construction activities. Performance and payment bonds will be required.

Project Description: The Sam Houston Multi-Use Trail is rated as a Class 3 All-Terrain Vehicle/Off-Highway Vehicle (ATV/OHV) trail and is open to hikers, mountain bikers, horse riders, ATVs, and off-road motorcycles. However, motorcycles account for 85 to 90 % of the motorized use. Due to the highly erodible soils (sand and mottled clay) and recent major storm events, there are multiple failed or failing trail bridges throughout the multi-use trail system. The existing trails are approximately 60 inches wide and are native surfaced with some sections of hardened tread and concrete pavers.
The intent of this project:
o Includes all labor, materials, equipment, supplies, travel, supervision, and incidentals necessary for the full design and construction of (18) Trail Bridges on the MUT (Multi-Use Trail) of the Sam Houston National Forest west of New Waverly, TX. Work includes:
Phase A: Site Investigation and Analysis Phase B: Design and Construction Document Preparation Phase C: Removal and disposal of existing crossing infrastructure, construction of new crossings, and construction and connecting of trail approaches from the existing trail to the new crossings.
o The contractor may adopt a phased approach to completion of the crossings due to the number of sites as well as the varied locations and potential varied crossing types proposed.
The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at https://www.sam.gov/.
All interested firms must be registered on Contract Opportunities web site in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the Contract Opportunities web site frequently in order to be notified of any changes to this solicitation.
IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA Forest Service solicitations must be registered in the System for Award Management (SAM) database.
Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov/portal/SAM.
