THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST

FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS

ARE AVAILABLE AT THIS TIME.

The United States Department of Agriculture, Forest Service, Region 3, PPS intends to issue a Request for Proposals (RFP) for a firm fixed-price, Unauthorized Livestock for Apache- Sitgreaves located in Arizona, for the United States Forest Service, Southwestern Region 3.

The anticipated requirement will be issued under RFP Number 127EAV24R0001. The RFP is expected to be posted to Contract Opportunities at https://www.sam.gov/ in February 2024 (third or fourth week).

This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15. The Government intends to award a single award firm fixed-price contract.

SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price.

The North American Industry Classification System (NAICS) Code for this procurement is 114210 Hunting and Trapping with the annual size standard of $8.5 Million.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.

Project Description: Unauthorized Livestock Project Location: Alpine, Clifton and Springerville Ranger Districts of the Apache National Forest, AZ

The intent of this contract is to secure the This project consists of the capture and removal of unauthorized livestock (horses and/or cattle) from national forest system lands on the Apache- Sitgreaves National Forests. Current estimates of unauthorized livestock to be removed from the Alpine, Clifton and Springerville Ranger Districts of the Apache National Forest are estimated between 100 and 200 head of horses. Gather efforts will be conducted on the National Forests where we are experiencing issues with unauthorized livestock. The objective of this contract is to https://www.sam.gov/ remove as many unauthorized livestock as funding allows. Gather efforts shall not start without approval from the contracting officer’s representative (COR). The COR will work closely with the contractor during implementation of the gather and share any new reports received regarding locations of unauthorized livestock.

The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at https://www.sam.gov/.

All interested firms must be registered on Contract Opportunities web site in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the FBO web site frequently in order to be notified of any changes to this solicitation.

IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA Forest Service solicitations must be registered in the System for Award Management (SAM) database.

Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov/portal/SAM.
