SOLICITATION AND DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL,

(9) Subject. Izembek National Wildlife Refuge Design-Build

(10) Description. The US Fish and Wildlife Service (USFWS) has a request for Design-Build services at the Izembek National Wildlife Refuge (NWR). This project utilizes Phase II funding for the Great American Outdoors Act (GAOA) allocated to the Izembek NWR. This project was selected in order to: 1) Reduce or Eliminate Deferred Maintenance; 2) Reduce Annual Operating Costs; 3) Remove, Replace, or Dispose of Assets; 4) Address Safety Issues;

5) Protect Employees and Improve Retention; and 6) Modernize Infrastructure.

Work will include but is not necessarily limited to the following:

• Repairs and rehabilitation to refuge quarters and facility buildings including seismic upgrades. Repairs will encompass other rehabilitation work including addressing electrical and code deficiencies, siding and window replacement if necessary, stair repairs and other items as determined during the Site Investigation and the bridging documents. The goal is to clear all deferred maintenance work for at least the next 5 years. Deficiencies of facilities are noted in the bridging documents. This work includes converting one side of the duplex to ABA compliant space/access and installing sprinklers. This work includes sprinkler installation at the bunkhouse as well as various heating oil and avgas tank replacements.

• Replacement of the primary water and sewer lines which are aged and have been damaged due to frost heave and freeze/thaw issues over the years. New water system should be capable of handling fire suppression sprinklers at facilities.

• Improvements to the electrical service at the Izembek NWR headquarters area. A means to disconnect power for maintenance at facilities without disrupting power around town and at the airport is desired.

In accordance with FAR 5.207, Preparation and Transmittal of Synopses.

• Replacement of 75kW generator and building

• Option: Disposal of Wind Turbine equipment at all residences and facilities

• Option: Disposal of Wind Turbines

• Option: Demo several small storage structures and construct new pre-engineered metal storage building.

(11) Place of Contract Performance. Aleutians East Borough, Alaska

(12) Contract Award Date. Anticipated on or about September 2022.

(13) Contract Award Period of Performance.

DESIGN SCHEDULE: shall not exceed 180 days not including Government review and approval.

CONSTRUCTION SCHEDULE: shall commence upon Government’s approval of the 100% design phase, and shall not exceed 300 days.

(15) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be: Between $5,000,000 and $10,000,000

(16) Source Selection Process. All proposals shall be evaluated in accordance with FAR 15 selection procedures.
