PRE-SOLICITATION NOTICE SOLICITATION 140D8121R0002
The Department of the Interior (DOI), Interior Business Center (IBC), Acquisitions Service Directorate (AQD) in support of the Office of Aviation Services (OAS) intends to solicit for On- Call Helicopter flight services in Alaska as follows:
DESCRIPTION
This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The DOI OAS has a requirement to obtain fully Contractor operated and maintained on-call helicopter flight services in support of fire and resource management activities and other government agency work in Alaska. Missions may include, but are not limited to, interagency fire management program support such as fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, rehabilitation seeding, search and rescue (SAR), aerial capture, eradication and tagging of animals (ACETA), overwater, platform and vessel landings, and law enforcement limited to nonthreatening surveillance, and other administrative and related natural resource activities. The Government will direct aircraft to support its mission and objectives. The aircraft must meet the minimum aircraft solicitation requirements in order to be considered. The aircraft reporting base(s) will be throughout the state of Alaska.
The Contractor must hold a current Federal Aviation Administration (FAA) Air Carrier or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required to complete missions for the Government (e.g., rotorcraft, visual flight rules (VFR) day/night, passengers, and cargo). Aircraft operated under 14 CFR Part 135 must be carried on the list required by 14 CFR 135.63 or Operations Specifications Part D085, "Aircraft Listing," as appropriate. (Note: Not applicable for aircraft issued a Restricted Airworthiness Certificate only.) The Contractor must obtain and keep current a 14 CFR Part 133 "Rotorcraft External Load Operations" Certificate which authorizes Class A and B loads, as a minimum and a 14 CFR Part 137 "Agricultural Aircraft Operations" Certificate (required for all fire operations). The aircraft must have a Standard Airworthiness Certificate or a Restricted Airworthiness Certificate. Installation of any equipment required by the solicitation must be FAA approved.
This acquisition will be accomplished in accordance with Federal Acquisition Regulation (FAR) Parts 15 and 12, Negotiated, Commercial Acquisition. The Request for Proposals will be solicited as a 100% small business set-aside, under NAICS code 481211. The Government anticipates awarding multiple award, Indefinite Quantity, Indefinite Delivery (IDIQ) contracts.
The anticipated issuance date of the solicitation is 06/04/2021, with a projected closing date of 10/06/2021. It is a requirement that vendors be registered in the System for Award Management (SAM) at time of proposal. The solicitation will be posted under Contract Opportunities at www.beta.SAM.gov.
The anticipated contract period will be from March 1, 2022 through February 28, 2023, with four one-year options.
