Synopsis for the MCCLL PSS Follow-On Effort
The Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a follow-on requirement for Professional Support Services in support of the Marine Corps Center for Lessons Learned (MCCLL). The current services are being obtained via contract M00264-21-C-0005. The follow-on contract will be solicited as a 100% 8(a) small business set aside via the System for Award Management (SAM.GOV). The Government contemplated issuing a definitive “C” type hybrid contract consisting of Firm Fixed-Price (FFP) Contract Line Items for services and Cost Reimbursement for travel and Other Direct Cost. The contract will have a period of performance consisting of a 12-month base period and four 12-month option periods under FAR 52.217-9 Option to Extend the Terms of the Contract. The contract will also include FAR 52.217-8 to extend services up to 6 months. There will be optional requirements included in the requirement, which will be done under FAR 52.217-7 Option for Increased Quantity-Separately Priced.
The North America Industry Classification System (NAICS) Code selected for this effort is 541611 (Administrative Management and General Management Consulting Services with a size standard of $24,500.00. The Product Service Code (PSC) PSC selected is R408 Program Management/Support Services.
This procurement will require a SECRET Facility Clearance Level at time of proposal due date.
This action will be solicited utilizing commercial contracting and negotiation procedures under FAR Part 15. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on the System for Award Management website (www.sam.gov) on or about 16 January 2025. All responsible sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the sam.gov web link frequently for updates to any documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any.
Scope of Work:
The MCCLL publishes and archives lessons learned materials to include observations, insights, lessons, trends, and associated recommendations to include after action reports (AARs) and all Marine Corps lessons-related briefs and reports. These efforts support the MCLLP and inform training and education; doctrine; planning for exercises, deployments and operations; the combat capability development process; and issue resolution. MCCLL focuses on identifying gaps (issues) and best practices; informing the improvement of tactics, techniques and procedures (TTP) of immediate importance to the Fleet Marine Forces (FMF); informing Headquarters Marine Corps (HQMC) and the Supporting Establishment (SE), and recommending solutions across both the doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) areas and the warfighting functions.
The scope of this effort is to provide program management and planning, lessons learned program support and collections, analysis and report production, and content management and transcription related to the MCLLP.
The tasks outlined in the PWS will be performed on the Marine Corps Non-classified Internet Protocol Router Network (NIPRNET) and Marine Corps Secured Internet Protocol Router Network (SIPRNET). Information at the unclassified level up to and including Controlled Unclassified Information (CUI) level will be processed on the NIPRNET utilizing Marine Corps assigned email accounts (@usmc.mil), and information systems on the .mil domain. Information at the classified level up to and including SECRET level will be processed on the SIPRNET utilizing Marine Corps assigned email accounts (@usmc.smil.mil) and information systems on the smil.mil domain. The average level of effort for tasks performed either on the SIPRNET or NIPRNET is roughly two-thirds NIPRNET, and one-third SIPRNET, but will fluctuate depending on specific tasks assigned at any time. Due to the necessity for conducting classified (up to Secret level) collections and analysis initiatives, there may occur the requirement to physically carry classified equipment and material between two locations. Consequently, there may arise the requirement for a government issued courier card for authorized transport of classified equipment/material on such occasions.
Primary tasks include: ensuring that units have or are aware of the lessons, best practices, trends and TTPs that they need to plan for scheduled events and contingency operations; that units provide after actions reports after major events; that embedded lessons learned PAs plan and perform the formal lessons learned data collections on the units within their purview; that MAGTF SAs and the Trend Analyst support collection initiatives, provide a full range of content analysis/trend analysis per the Marine Corps annual Lessons Learned Collection Campaign Plan resulting in published MCCLL formal reports; provide trend analysis of AARs and other lessons learned materials resulting in published MCCLL Warfighting Function Trend reports; provide records/data management for all content archived in the classified and unclassified MCCLL websites and Service content in the Joint Lessons Learned Information System (JLLIS) websites, manage the currency and organization of the MCCLL websites and provide web portal (JLLIS) administration to support the MCLLP as established in MCO 3504.1A; and provide transcription support for recorded interviews and other recorded events as necessary.
The Contractor shall administer a sound, thoroughly planned, and documented program management approach to providing lessons learned analyses and liaison support at designated Marine Corps commands and organizations, research and analysis support, editorial support, records content management, and transcription support.
The requirement includes the following tasks:
Task 1- Program Management & Planning Task 2- Lessons Learned Program Support & Collection Task 3- Data Analysis and Production Task 4- Content Management and Transcription Task 5- Lessons Learned Program Support and Collection (Optional) The primary place of performance will be at MCCLL premises located at the Marine Corps Base Quantico, VA. Other locations will include Government sites for support at the following locations:

· Camp Lejeune, NC: II Marine Expeditionary Force
· Cherry Point, NC: 2d Marine Aircraft Wing
· Camp Courtney, Okinawa, Japan: III Marine Expeditionary Force
· Camp Kinser, Okinawa, Japan: 3d Marine Logistics Group
· Camp Foster, Okinawa, Japan: 1st Marine Aircraft Wing
· Camp H.M. Smith, Oahu, Hawaii: Marine Forces Pacific
· New Orleans, LA: Marine Forces Reserve, 4th Marine Division
· Pentagon, Arlington, VA: HQMC Plans Policy and Operations (workspace at PP&O but also services other Deputy Commandants in the Pentagon)
