About this file
This is a Pre-Solicitation Notice issued by the Bureau of Reclamation, Upper Colorado Regional Office, for a progressive design-build contract to deliver Phase 2 of the Pojoaque Basin Regional Water System (PBRWS) in New Mexico. The contract reference number is 140R4025R0032. The project will be executed in three phases: a Design Phase to complete 90% design and develop a firm-fixed price proposal; a Construction Phase to complete 100% design, construction, acceptance testing, startup commissioning, and performance testing; and a Post-Construction Phase to conduct demonstration testing, operator training, and provide technical support for six months of initial operations. The project will differ from typical design-build contracts because designs already exist at 60-100% completion but require substantial revisions. The contractor will employ an iterative design and cost-estimation process, with a contractor-provided project facilitator reaching consensus with stakeholders on project features within budget once revisions reach 30% completion.
The PBRWS Phase 2 project is located approximately 15 miles north of Santa Fe, New Mexico, and must ultimately deliver 4,000 acre-feet per year of drinking water with a peak daily demand capacity of 6.23 million gallons per day. Substantial completion requires building portions capable of delivering an initial 2,500 acre-feet per year with components accommodating the ultimate capacity without replacement. The project budget ranges from $180,000,000 to $300,000,000. The design phase schedule is 180 days after contract award, with construction, commissioning, and performance testing requiring 1,120 days. Minimum bonding capacity required is $280,000,000. The applicable NAICS code is 237110 (Water and Sewer Line and Related Structures Construction) with a small business size standard of $45 million. The solicitation will be released on approximately April 6, 2026, on SAM.gov and will be conducted as full-and-open competition using a best value evaluation process under FAR Parts 15 and 36.3. All questions must be submitted in writing to Mary Maestas at mmaestas@usbr.gov within one week of draft solicitation posting. A pre-award site visit will be conducted for highly interested vendors.

Pojoaque Basin Regional Water System Phase 2 Design-Build
The Bureau of Reclamation, Upper Colorado Region, has a requirement for a progressive
Design-Build for the Pojoaque Basin Regional Water System (PBRWS) Phase 2. The Project is to be designed and constructed in three phases using the progressive design-build delivery method:
1. Design Phase: Utilize existing design drawings and WaterGEMS model information, collect necessary additional design data, incorporate value engineering and innovative technology to prepare design to 90% complete, as defined herein, and develop a firm-fixed price proposal (build to budget) to complete designs, specifications, and construct the Project.
2. Construction Phase: Complete 100% design and construction tasks, including acceptance testing, startup commissioning, and performance testing (if firm-fixed price is approved by the Owner at the end of the Design Phase). The Construction Phase also includes incorporating specified existing drinking water infrastructure into the Project.
3. Post-Construction Phase: Complete demonstration testing, extended demonstration testing, operator training and provide technical support during the initial 6 months of
Project operations. After the demonstration testing and training is complete, project operations will be performed by the County of Santa Fe on behalf of the Pojoaque Basin
Regional Water Authority
This contract will differ from a typical design-build contract in that designs have already been completed for this project to the 60-100% level. These designs require some substantial revisions, returning some elements to the 0-30% level. This contract uses an iterative design and cost-estimation process. Once all necessary revisions to the existing design reach 30%, the contractor will produce a cost estimate. A contractor-provided project facilitator will then use this estimate to reach consensus with the stakeholders on which project features can be included within budget.
Background
The Bureau of Reclamation was created in 1902 to develop water projects that would store and transport water to the arid lands of the Western United States. The Pojoaque Basin Regional
Water System (PBRWS) was authorized by the Aamodt Litigation Settlement Act (P.L. 111-291, Title VI) (Act). The Act established several objectives with deadlines and is being procured in phases. The following is a summary of objectives reflective of the Act:
mailto:mmaestas@usbr.gov
140R4025R0032
• The PBRWS is to have an ultimate capacity of delivering 4,000 acre-feet per year with a peak daily estimated demand of 6.23 million gallons per day (MGD).
• Substantial completion of the project will be the building of portions of the system that can provide an initial anticipated demand of 2,500 acre-feet per year with components capable of accommodating the ultimate 4,000 acre- feet per year.
• Achievement of the ultimate 4,000 acre-feet per year is to be accomplished by the adding of equipment without the need for replacing initially built and installed 2,500 acre-feet per year components.
• PBRWS will have the ability to transfer up to 1,000 acre-feet per year of unused water from the lower sections of the system to a connection tee at the intersection of Bishop’s
Lodge Road and Tesuque Village Road.
• The PBRWS will provide drinking water that meets or exceeds safe drinking water act standards.
• Water is to be supplied to users within San Ildefonso, Pojoaque, Nambé, and Tesuque
Pueblos; and a portion of Santa Fe County (a.k.a. Bishops Lodge extension).
• PBRWS Phase I is currently being constructed under contract R17PC00023.
This contract action is undertaken within the authority of Reclamation which was authorized by
Congress for the design and construction of The Pojoaque Regional Water System (PBRWS) within the state of New Mexico.
Objectives
The Government’s objectives for delivery of the Project described below are as follows:
1. Quality: Provide facilities and equipment that fully integrate with existing features of the
Pojoaque Basin Regional Water System in full compliance with federal and state regulations and contractual standards for water quality. The project needs to be designed and constructed to operate through a wide range of production quantities, while delivering water that meets federal clean drinking water standards for all customers, varying from 170,000 gallons per day on average for the first three to five years of operation to an estimated 6.23 million gallons per day to meet ultimate peak daily demand. The Phase 1 (CDM Smith) and Phase 2 projects of the PBRWS shall be compatible so the system can be operated together as a single regional water system. The system will incorporate fire protection. Design and construction shall comply with all environmental and cultural resources commitments required by federal, state, local and tribal permits. Cooperation and communication are needed to minimize road closures and utility outages during construction.
2. Cost: Minimize life-cycle cost. The total available budget for the design and construction of this project is in the range of $180,000,000 - $300,000,000.00.
3. Schedule: Achieve the scheduled completion date of 180 days after contract award for stakeholder facilitation and review of 90% design and 1,120 days for construction, commissioning, and performance testing of the Project.
4. Risk: Achieve an optimal balance of risk allocation between the Owner and the Design-
Builder.
5. Safety: Implement an effective safety program incorporating best industry practices that meet or exceed all relevant Reclamation Safety and Health Standards.
Minimum bonding capacity: $280,000,000.00
Location: PBRWS is within the state of New Mexico approximately 15-miles north of Santa Fe
