Description

The National Park Service, Contract Operations (Con Ops), National, intends to issue an Invitation for Bids for the Monocacy National Battlefield (MONO) Replace Visitor Center HVAC Systems at Monocacy National Battlefield Visitor Center Urbana Pike Frederick, Maryland. The work is construction under FAR Part 36 and includes relocating and replacing (one) existing York 15 ton DX Air Conditioning Split System, provide temporary cooling system until new equipment can be installed, replace existing Weil McLain Boiler, replace (one) existing Liebert 12k Btu System, and replace (one) existing 18k BTU Liebert split system. The visitor center is a historic structure; work will be performed in accordance with the cultural resource protection conditions stated in the solicitation.

This acquisition is a total small business set-aside under NAICS 238220. The contract type is firm-fixed-price.

This action will be solicited using sealed bidding under FAR Part 14 (FAR 36.103). The Invitation for Bids (IFB) will be issued on or about August 13, 2026 and will be available on SAM.gov at https://sam.gov. Bids will be due 30 calendar days after the IFB is posted on SAM.gov (the Governmentwide Point of Entry). The exact date and time, the electronic submission method, and the public bid opening procedure will be stated in the IFB. Bids will be submitted and opened electronically. Award will be made to the responsible bidder whose responsive bid is lowest in price.

The performance period will be stated in the Invitation for Bids as a fixed number of calendar days from the Notice to Proceed.

Construction Wage Rate Requirements (Davis-Bacon) apply; the applicable Washington, DC building construction wage determination will be included in the IFB. A bid guarantee is required with each bid, and the successful bidder must furnish performance and payment bonds before the Notice to Proceed. The bid guarantee amount, the bond amounts, and acceptable forms will be stated in the IFB.

A site visit will be announced in the Invitation for Bids.

This presolicitation notice is issued under FAR 14.205. It is not a solicitation and does not request bids; no bids should be submitted in response to it, and it does not include drawings, plans, or specifications. Concerns interested in receiving the complete bid set must submit a request to the Contracting Officer at dianna_durbin@ios.doi.gov before the IFB is issued. The complete bid set, including the IFB and all drawings and specifications, will be issued on or about August 13, 2026 and posted on SAM.gov. Interested small business concerns should monitor SAM.gov for the IFB and any amendments; all responsible small business sources may submit a bid that will be considered.
