About this file

This is a Presolicitation Notice announcing an upcoming Invitation for Bids (IFB) for HVAC and mechanical ventilation system replacement work at four buildings within the Palisades District of the Chesapeake and Ohio Canal National Historical Park. The National Park Service, Contract Operations, intends to solicit sealed bids under FAR Part 14 for complete removal and replacement of existing HVAC and ventilation systems, including associated electrical work, controls, testing and balancing, and finish restoration across two geographic areas: the Great Falls area (Davis House and carpentry shop) in Potomac, Montgomery County, Maryland, and the Fletchers Cove area (snack bar and boathouse) in Washington, DC. The work is classified under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and is designated as a total small business set-aside with a small business size standard of $19.0 million in average annual receipts.

The IFB will be issued on or about July 2, 2026, and posted on SAM.gov with bids due 30 calendar days after posting. The estimated magnitude is between $25,000 and $100,000, with award to the lowest responsive and responsible bidder on a firm-fixed-price basis. The performance period is 120 calendar days from Notice to Proceed. Construction Wage Rate Requirements (Davis-Bacon) apply for both Montgomery County, Maryland and the District of Columbia. Prospective bidders are required to submit a bid guarantee with their bids, and the successful bidder must furnish performance and payment bonds before work commences. A site visit will be announced in the IFB. Interested firms should contact Casey J. Winters, Contract Specialist, at casey_winters@ios.doi.gov or 202-354-3980 to request the complete bid set, or monitor SAM.gov for the official solicitation release and any subsequent amendments.

Description The National Park Service, Contract Operations (Con Ops), National, intends to issue an Invitation for Bids for the replacement of HVAC and mechanical ventilation systems in four buildings of the Palisades District, Chesapeake and Ohio Canal National Historical Park. The work is construction under FAR Part 36 and includes removal of the existing systems and furnishing and installation of complete replacement HVAC and ventilation systems, with associated electrical, controls, testing and balancing, and restoration of finishes, performed across the four buildings.

This acquisition is a total small business set-aside under NAICS 238220. The contract type is firm-fixed-price.

This action will be solicited using sealed bidding under FAR Part 14 (FAR 36.103). The Invitation for Bids (IFB) will be issued on or about July 2, 2026 and will be available on SAM.gov at https://sam.gov. Bids will be due 30 calendar days after the IFB is posted on SAM.gov (the Governmentwide Point of Entry). The exact date and time, the electronic submission method, and the public bid opening procedure will be stated in the IFB. Bids will be submitted and opened electronically. Award will be made to the responsible bidder whose responsive bid is lowest in price.

The performance period is 120 calendar days from the Notice to Proceed.

Construction Wage Rate Requirements (Davis-Bacon) apply. Because the work spans two jurisdictions, the IFB will include the applicable building construction wage determinations for both Montgomery County, Maryland and the District of Columbia. A bid guarantee is required with each bid, and the successful bidder must furnish performance and payment bonds before the Notice to Proceed. The bid guarantee amount, the bond amounts, and acceptable forms will be stated in the IFB.

A site visit will be announced in the Invitation for Bids; given the four separate buildings, prospective bidders are encouraged to attend.

This presolicitation notice is issued under FAR 14.205. It is not a solicitation and does not request bids; no bids should be submitted in response to it, and it does not include drawings, plans, or specifications. Concerns interested in receiving the complete bid set must submit a request to the Contracting Officer at casey_winters@ios.doi.gov before the IFB is issued. The complete bid set, including the IFB and all drawings and specifications, will be issued on or about July 2, 2026 and posted on SAM.gov. Interested small business concerns should monitor SAM.gov for the IFB and any amendments; all responsible small business sources may submit a bid that will be considered.
