Justification for Other than Full and Open Competition

USDOE/OSTI

89243122PSC000242/Offsite Tape Vaulting Services

Market research included Internet and GSA eLibrary searches for vendors that could provide offsite tape vaulting services in the local area. Those searches identified several vendors but the ones that were contacted only stored paper documents and not media/tapes. The service requires the storage facility be located within miles of the OSTI facility and the vendor must be able to respond to a request within 4 hours. The only vendor located that offered the required services and could provide 24x7x4 support in the local area was Iron Mountain Information Management LLC (large business.)

OSTI’s virtual server backup strategy relies heavily on offsite storage that is located within miles from OSTI, which significantly shortens our Recovery Time in either a contingency or disaster recovery situation. While other solutions may have the facilities for storage, they do not have a delivery on-demand that is fast enough to be practical in disaster recovery or contingency planning situations, and the cost to transport tapes as fast as we would need them. Also, because of the potential sensitivity of the data that we send as backed up data (emails, full text, sensitive configurations, etc.), OSTI requires a vendor who can provide not only safe storage, but also safe dedicated transportation to and from the storage center.

OSTI currently has 800+ tapes currently being stored in an Iron Mountain facility in TN but will be relocated to the TN, location to further help mitigate risks of a local natural disaster. Due to the additional cost to the government to relocate these tapes to another vendor’s facility, this option would not be in the best interest of the government. There would be a substantial duplication of cost that is not expected to be recovered through competition. OSTI is requesting a follow-on contract for the continued services with Iron Mountain. The follow-on contract would include one (1) base year and four (4) option years covering the period of 10/1/2022-9/30/27.
