PREPROPOSAL CONFERENCE
at HILL AIR FORCE BASE
FOR
F-22 WORK STANDS AND AFT TAIL STANDS IDIQ
CONTRACT TO BE HELD ON: 14 July 2021

Preproposal Conference Instructions
Date:
Location: HILL AFB UT, 84056
Purpose: The Source Selection Team, AFMC OL:H/PZIMA, and the HILL AFB 309th Aircraft Maintenance Group (309 AMXG) will be hosting an Preproposal Conference to discuss the United States Air Force (USAF) requirement for the proposed F-22 (574 AMXS) Work Stands and Aft Tail Stands IDIQ. The purpose of this conference is to provide open dialogue between government and industry to answer questions and receive feedback to assist with acquisition planning and program strategy.
Background: The objective of this proposed effort is to create and implement an IDIQ Contract that provides a design, construction, assembly, functional demonstration, and training for new maintenance work stands for the F-22 Aircraft located at HAFB.
Attendees Limitations: Only two (2) representatives from each prime contractor and only one (1) representative from each prime contractor’s sub-contractors are allowed to attend the Preproposal Conference.
A maximum of three (3) personnel from each Primes’ team may attend.
RSVP Instructions: RSVP no later than (NLT) Wednesday, 7 July 2021, 4:00 PM MST to Robert Adamson at robert.adamson.2@us.af.mil and Brian Goodrich at brian.goodrich.1@us.af.mil.
In order to attend the Preproposal Conference, each prime contractor must provide the following in their RSVP response:
a. Name, address, and CAGE code of Prime contractor
b. Status of Prime contractor – Small Business or Large Business
c. Number of attendees (includes Prime and sub-contractors)
d. Attendees must be U.S. Citizens and possess valid driver’s licenses to be used as identification to obtain access to Hill AFB and the F-22 depot; names submitted must match identification exactly or they may be turned away by the Visitor’s Center.
e. State if you currently have or do not have base access of each attendee.
f. The government requests a list of specific topics and questions that industry would like the government to address. Please annotate your RSVP response to include your recommendations and specific topics and questions.
Base Access to Preproposal Conference Location: All personnel without base access will be required to present ID and be approved for access to HILL AFB at the South Gate Visitor Center on UT Hwy 193. Failure to provide appropriate identification and to pass screening prior to and at the Visitor Center, are grounds for non- admission to the Preproposal Conference. Valid Driver’s license and insurance are required for each driver and vehicle. Valid ID is required for all passengers. Contractors will need to drive on base as directed during the Preproposal Conference.
Wednesday, 14 July 2021, 8:00 AM MST
Agenda / Schedule:
0700: All personnel without base access meet at the HILL AFB South Gate Visitor Center. A Representative from the Program Team will be at the Visitor Center to facilitate and vouch contractors on base.
0745: All personnel with base access meet at the personnel gate between the parking lot of building 680, (5655 Foulois Rd) and Building 680.
0800: Initial Briefing will be held in the Conference Room of Building 680, (5655 Foulois Rd). Bldg 680 is on the East side of the airfield just past the golf course. Contractors will follow the escort in their own vehicles, there is adequate parking available. Initial briefing is anticipated to last one hour.
0930: After a 30 minute break, contractors will be shown the existing work stands (located near Bldg 680 and
Bldg 674) used by the F-22 depot and will be provided with an opportunity to discuss requirements for the new work stands with production personnel.
Design/Models of the current Maintenance Stand configurations on CD may be requested during this session. Contractors will also have an opportunity to take measurements of the aircraft and current work stand arrangement footprints. Descriptions of the requirements, where specifications are located, and what information will be provided in a task order RFQ/award will be discussed.
1200: Lunch Break - Contractors will be allowed one hour to formulate questions and discuss the work.
1300: Contractors will be gathered back at the Building 680 conference room for an open question and answer
(Q&A) session. All questions and responses will be documented and made available to the contractors at a later date. This session is anticipated to last two hours.
1500: Adjourn.
Note: Due to location and time restraints, one-on-one meetings with Primes and the government will not be scheduled afterwards. Specific questions and topics shall be submitted with your firms RSVP response and/or during the open Q&A session.
