About this file
This is a Pre-Proposal Meeting Agenda for the DNR Rifle River Recreation Area Improvements project (Reference 751.22334.MAA) conducted by the Michigan Department of Natural Resources on August 3, 2022. The state is seeking a Professional Services Consultant (PSC) to provide design and construction administration services for campground and day-use area improvements at Rifle River Recreation Area. Project scope includes existing condition assessments and design services for new sanitary sewer systems, upgraded electrical systems, and new water service at both the campground and Beach House day-use facility; pavement replacement and site grading/drainage improvements; barrier-free design in compliance with 1966 Public Act 1, Michigan Rehabilitation Code for Existing Buildings, and the Americans with Disabilities Act; and structural assessment of an existing cable strand bridge with potential repair or complete replacement recommendations. The PSC is responsible for verifying base information, preparing all construction documents, obtaining required governing agency approvals, and preparing as-built record drawings. The project will require Phases 300 (Schematic Design) and 500 (Final Design) services with standard 50 percent and 90 percent design reviews. Questions are due Wednesday, August 10, 2022 at noon, with an addendum issued by Friday, August 12, 2022. Proposals are due Thursday, August 18, 2022 at 2:00 p.m., with contract and kick-off meeting scheduled for Thursday, September 8, 2022 at 9:00 a.m. Site visits were conducted during the pre-proposal meeting.
Proposals will be evaluated by committee on an 80 percent technical and 20 percent cost basis, with evaluation occurring approximately one week before the committee meets for award. Proposals must be submitted through SIGMA VSS in files not exceeding 6 megabytes at a time and should demonstrate understanding of the specific project rather than include general boilerplate language. Proposers must provide a realistic design schedule including plan for construction with specific dates and submit an estimate of the construction budget. Reimbursable expenses are project-specific and detailed in the sample contract; eligible reimbursables will be outlined in project documents. Limited AutoCAD files and available drawings are available, with additional files to be provided to the successful firm on a flash drive. All contract documents and addenda are posted on Sigma VSS.
