About this file

The document is a Preference Eligibility Application from the Albuquerque Bernalillo County Water Utility Authority, designed to allow businesses to apply for various state and county-level procurement preferences. The form outlines multiple preference categories including Resident Business (8%), Resident Veteran Business (10%), and Recycled Content Goods (5%), as well as local preferences such as Local Business (5%), Small Business (5%), and Pay Equity (5%).

To qualify for these preferences, businesses must provide specific documentation, such as valid certificates from the New Mexico Taxation and Revenue Department, evidence of local business operations, or a CPA-affirmed affidavit about employee count. The total preferences for a single award are capped at 18%, with Bernalillo County preferences limited to $180,000. Businesses must submit appropriate documentation with their offer and certify their eligibility, with the responsibility for indicating preference intent falling solely on the bidder or offeror.
