About this file

This is a Pre-Bid Conference Agenda issued by Colorado Parks & Wildlife (CPW) for the Ruby Mountain Recreation Site Campground Redevelopment Project #C16AR1, held at the Southeast Regional Office in Colorado Springs. The project involves renovating the campground to match the recently completed Hecla Junction Campground, including construction of dry stacked retaining walls, hardening of drainages, slope protection, road delineators, fire rings, tent pad edging, picnic tables, and seeding work. The pre-bid conference was scheduled for September 23, 2015, at 1:00 PM. The deadline for written questions is 10:00 AM on September 30, 2015, with a bid submission deadline of October 7, 2015, by 1:00 PM at the Parks and Wildlife Regional Office. A Notice of Award is intended to be issued by end of business on the bid due date. The contract term allows 150 calendar days for completion from the Notice to Proceed, with all work required to be finished by May 20, 2016. The Notice to Proceed is expected in November 2015, with construction proceeding throughout winter months.

Bonding, including bid bonds, is required for bids exceeding $50,000. The contractor must provide all temporary electric, water, and sanitary facilities necessary for construction and is responsible for all traffic control, barricades, signage, and temporary fencing to keep the recreation area and county road open during construction. Construction is permitted between sunrise and sunset, Monday through Friday, unless otherwise approved in writing. The contractor must implement winter protection for subgrade and concrete at no separate cost. Concrete washout water must be contained to prevent contamination of ground or river water, with one approved method being a plastic children's pool. All existing rip rap must be removed but may be used in retaining wall backfill. The seeding bid item is a lump sum, requiring contractors to minimize vegetation disturbance. The contractor is responsible for determining whether additional permits beyond CPW's purview are required.

h. Contractor must provide all temporary electric, water and sanitary facilities necessary for the construction improvements.

3. General Information:

a. The intent of this project is for the contractor to renovate the campground to match the recently renovated Hecla Junction Campground.

b. All quantities are estimates only and may be increased or decreased as needed and allowed per the GRC’s.

c. Please note, construction of Dry Stacked Retaining Walls will be highly scrutinized. Care shall be taken to place boulders to avoid any large gaps. Contractor shall fill all small gaps with existing rip rap and or 3”-6” angular rip rap to prevent backfill material, including 3/4” gravel and pea gravel, from spilling though the wall.

d. The pay item for 24”-48” boulders shall include the construction of dry stacked retaining walls (bulk of the quantity), as well as hardening of drainages, slope protection and road delineators, as directed by authorized park staff.

e. The plans are to show only the general layout of the campsites. Final location of walls, fire rings, tent pad edging and picnic tables shall be laid out by park staff as construction progresses.

f. A Notice to Proceed is expected to be issued in November 2015. Construction will proceed throughout winter months. Please be sure to include winter protection for sub-grade and concrete as part of your bid, as there is no separate payment for this.

g. Any and all existing rip rap shall be removed, but will be allowed in the backfill of the dry stacked retaining walls.

h. Please note, the bid item for seeding is a lump sum, so the contractor should try to minimize disturbance of vegetation.

i. The recreation area and county road shall remain open during construction. Contractor is responsible for any traffic control, barricades, signage, and temporary fencing to protect the general public. This should be included as part of the mobilization.

j. The contract time allows 150 calendar days. Weather days may be granted at the

Project Managers discretion. However, all work MUST be complete before May 20, 2016.

k. Concrete washout water shall be contained to prevent concrete and cement from contaminating the ground or ending up in the river. One approved method is a plastic children’s pool. This will be highly scrutinized since the project is on BLM land.

l. CPW will not require any special permits. It is up to the contractor to determine if any other permits are required (ie. Storm water discharge).
