About this file

This is a pre-bid conference agenda document issued by Colorado Parks & Wildlife's Southeast Regional Office for the Mid Western Farms Boat Ramp construction project (Project #S19ALLSCP-5366, DQ1: 2019*228). The project involves construction of a concrete boat ramp with associated dewatering, earthwork, and rip rap placement. The pre-bid conference was held on September 25, 2018 at 2:00 PM, with Eric Stahnke, P.E., serving as the Project Manager. Written questions were to be submitted to Stahnke by 10:00 AM MST on October 2, 2018, with responses provided in a Final Addendum posted to the State VSS website. Sealed bids were due on October 9, 2018 by 1:00 PM MST at the Parks and Wildlife SE Region Service Center (4255 Sinton Road, Colorado Springs, CO 80907), with faxed and email submissions accepted. A Notice of Award was intended to be issued the same day to the lowest responsible bidder within budget. The Notice to Proceed was expected in November 2018 and was weather-dependent, with contractors allowed 60 calendar days to complete the project from issuance. Construction was limited to sunrise to sunset hours, Monday through Friday, unless otherwise approved.

Bid bonding, including bid bond requirements, was mandated only for bids exceeding $150,000.00. All quantities in the project were estimated and subject to increase or decrease as needed per the General Requirements and Covenants for Capital Construction (GRC's). Several optional bid items were included and would only be awarded as budget allowed. Contractors were responsible for becoming familiar with the project site, with no additional compensation provided for existing site conditions. All temporary electric, water, and sanitary facilities were the contractor's responsibility to provide. CPW would not require permits for this project. Contractors were required to submit all addendums acknowledged on the bid schedule, with the attendance list to be posted on the State VSS website and distributed to all bidders. A purchase order was expected to require 2-3 weeks for processing once required documentation, including insurance certificates and W-9 forms, was received from the awarded contractor.
