ICATT Mandatory Capabilities Checklist
The following capabilities are mandatory minimums that will be rated on a pass/fail basis. Failure of any one criterion will render the offeror ineligible for award. The mandatory capabilities below are listed in priority order based on the government’s need. The Offeror must complete the checklist in Table 1 to show evidence of the mandatory required capabilities (either directly or indirectly through sub-Contractor partnerships) below:
1. Have prior experience over the past 2 years operating at least 500 COVID-19 testing sites.
1. Have prior experience over the past 2 years operating testing sites that meet the following minimum requirements:
a. Either 100 sites minimum must be located in each of the contiguous US regions (regions one through six as defined in the SOW) OR 200 sites minimum in each of at least three of the US regions.
b. At least 50% of proposed sites which were located (or served communities) in intermediate to high social vulnerability index census tract areas OR at least 250sites must be located in such areas.
c. 100% of proposed pharmacy sites must be capable of operating for a minimum of eight hours a day, at least 5 days per week (any day of the week; and
d. Capable of operating under extended hours (at least 3 hours) before 9am or after 5pm, if the demand for testing in the areas require extended hours.
1. Have previously managed testing site operations at offsite locations such as parking lots, congregate settings, and areas amongst other population groups. Management of test site operations includes: patient screening, registration, physical site management, staff and/or volunteer management, sample collection & transportation of test kit storage and management, specimen testing and/or shipping, results communication, etc.
1. Have previously collected a minimum of 2,000,000 patient samples including observed and direct sample collection & transportation for COVID-19 testing purposes.
1. Have previously performed a minimum of 100,000 COVID-19 diagnostic tests; either POC testing (antigen or nucleic acid based) or laboratory-based RT-PCR testing is sufficient.
1. Have an administrative and management system to support testing including:
1. An existing online patient registration/scheduling system that describes the testing process and applies patient testing (screening) criteria and can accommodate drive-through and walk-up patients,
1. Ordering of tests by a licensed healthcare practitioner,
1. Notifying patients of results, and
1. Reporting results to public health agencies.
