Notice of Proposed Contracting Action

The Columbia-Pacific Northwest (C-PN) Regional Office of the U.S. Bureau of Reclamation has a requirement to upgrade the Black Canyon Switchyard. The work will consist of removing and replacing unit switchgear and station service transformers. Work is located approximately six (6) miles Northeast of Emmett, Idaho, in Gem County.

This requirement will be advertised as a firm-fixed price, Request for Proposal (RFP) in accordance with FAR Part 15 procedures. The contract will be administered as a construction contract in accordance with FAR Part 36.

The North American Industry Classification System (NAICS) code associated with this project is

237990 – Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $45.0 million. This procurement will be advertised as a Total Small Business Set-Aside.

Prospective contractors shall be registered and active in the System for Acquisition Management

The anticipated order of magnitude for this project is between $5,000,000 to $10,000,000.

Contractors shall note that this solicitation is anticipated to be issued in mid-December 2023.
