The Bureau of Reclamation seeks inspections of inaccessible areas on four Bureau of Reclamation type 2 bridges located at dam sites in Wyoming. The required services include high-resolution photography and either repetitive sounding, ultra-sonic, or comparable non-destructive testing methods for each bridge. The four bridges to be inspected are: (1) Boysen Dam Power Intake bridge (16 feet wide x 50 feet long concrete deck with steel girders over reservoir, no load restriction); (2) Seminoe Spillway bridge (16 feet wide x three 14-foot concrete slabs over spillway intake, 20-ton load restriction); (3) Alcova Spillway bridge (30 feet wide x three 26-foot concrete slabs over spillway, 4-ton load restriction); and (4) Buffalo Bill Spillway bridge (13 feet wide x six 32-foot concrete slabs over spillway, H10 load restriction). All bridges are located at elevations between 4,700 and 6,400 feet with inaccessible areas at heights of 30 to 50 feet above dam crests, spillways, or reservoirs. Deliverables include a bridge inspection report and all associated inspection data for each bridge. The anticipated performance period is June 1, 2026, through September 30, 2026. The RFQ is anticipated to be posted on or about March 26, 2026, via SAM.gov and will be set aside for Small Business with Tradeoff evaluation criteria. The product service code is C213 (Architect and Engineering—General: Inspection, Non-Construction) and the NAICS code is 541330 (Engineering Services). The Bureau of Reclamation, Missouri Basin Region, intends to issue a Commercial Request for Quote (RFQ) for the following service:

Inspections of bridge inaccessible area (4 bridges) using high resolution photographs and either of repetitive sounding, ultra-sonic, or other non-destructive testing comparable method. The bridges are located within Wyoming. All inspected bridges are located at Bureau of Reclamation dam sites. The bridges are Bureau of Reclamation type 2 bridges and do not require hands on inspections as allowed by the Bureau of Reclamation bridge program. Inaccessible bridge areas are located above dam crests, spillways, or reservoirs at a height of 30 to 50 feet at approximate elevations of 4700 feet to 6400 feet.

Deliverables will be a bridge inspection report for each bridge and all additional bridge inspection data.

The following 4 bridge inaccessible areas will be inspected:

1. Boysen Dam Power Intake bridge – 43.416448N 108.177388W: 16 feet wide x 50 feet long concrete deck with steel girder bridge over reservoir.

!!Note this is not the public access bridge over the spillway!!

Load Restriction = N/A

2. Seminoe Spillway bridge – 42.155732N 106.906784W: 16 feet wide x three 14 feet long concrete slabs on 6 feet wide piers over reservoir spillway intake

Load Restriction = 20 TONS

3. Alcova Spillway bridge – 42.548673N 106.720874W: 30 feet wide x three 26 feet long concrete slabs on 9 feet wide piers over spillway

Load Restriction = 4 Tons

4. Buffalo Bill Spillway bridge – 44.501425N 109.183177W: 13 feet wide x six 32 feet long concrete slabs on 10 feet wide piers over spillway.

Load Restriction = H10

The anticipated period of performance is June 1, 2026 to September 30, 2026.

It is anticipated the simplified acquisition set aside will be a Total Small Business with and anticipated Tradeoff evaluation criteria.

It is anticipated the Request for Quote (RFQ) will be posted on or about 26 March 2026 via the SAM.gov website.

The product service code is C213: Architect and Engineering- General: Inspection (Non- Construction) and the NAICS code is 541330: Engineering Services.

HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Quotations are not requested and will not be accepted from this Pre-Solicitation Notice.

It is required all companies are to be actively registered in SAM.gov prior to submitting a quotation for this solicitation.
