Continuing a legacy of outstanding public architecture, the General Services Administration (GSA) Design Excellence Program seeks to commission our nation’s most talented designers and artists to design federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, and reliability; create environmentally responsible and superior workplaces for civilian federal employees;
and give contemporary form and meaning to our democratic values.
In this context, GSA announces an opportunity for Design Excellence in public architecture for performance of a Construction Manager as Constructor (CMc) in accordance with GSA quality standards and requirements. As required by law, all facilities will meet federal energy goals and security requirements. Projects may be LEED certified.
Project Description:
The U.S. General Services Administration (GSA), Public Buildings Service, Region 8, Rocky Mountain Region is seeking highly qualified Construction Manager as Constructor (CMc) firms interested in participating in an opportunity under GSA's Design Excellence Program for CMc Services to build a new regulatory laboratory building on the Denver Federal Center (DFC) grounds located in Lakewood, CO for the Department of Health and Human Services (HHS) Food and Drug Administration (FDA). The project site is located at Denver Federal Center Denver, CO. The site is bound by 2nd Street to the East, Main Ave to the South, Building 20 to the North, and 3rd Street to the West.
The Denver Federal Center (DFC) is located on the former Denver Ordnance Plant in Lakewood Colorado, and includes 44 Federal buildings of office, warehouse, lab and special use space totaling four million square feet of rental space on 623 acres.
There are 28 different Federal agencies on site, making it the largest concentration of Federal agencies outside of Washington D.C. One of the major employers at the Denver Federal Center is the GSA. The GSA is responsible for delivering much of the space requirements of Federal agencies, and provides national leadership, policy direction and standards in the areas of architecture, engineering, urban development, sustainable design, fine arts, historic preservation, construction services and project management
The DFC’s new laboratory for the FDA is envisioned as a facility to demonstrate how lab facility buildings can be aesthetically compelling, acquired at a competitive first-cost and lifecycle cost, and through integrated design, how buildings can reduce performance risks to the Owner and constructor, while not sacrificing laboratory function and design criteria. Further, the completed building will foster creativity, collaboration and innovation for the scientific community on and around the DFC campus. It will demonstrate the integration of high performance design features and practices, and showcase technology advances while satisfying the FDA’s highly technical and specialized requirements of a regulatory lab facility.
The construction of the FDA laboratory and laboratory-support facilities shall be per the current edition of the National Institutes of Health (NIH) Design Requirement Manual (DRM). This specialized lab facility will include Bio-Safety Level 2 (BSL-2), Biosafety Level 3 (BSL-3), and other specialized chemical and biological lab spaces.
The construction requirements will be based upon information contained within the Scope of Work (SOW).
The CMc team shall ensure a high performing building that employs a whole building construction approach, while working with the design team, which maximizes the building’s construction and inherent characteristics to drive efficiency cost effectively. The CMc will strive to deliver an award winning project which embraces the ethos of design excellence and advanced technology, and exhibits a high degree of ingenuity, and creativity.
GSA has chosen the delivery method known as Construction Manager as Constructor (CMc). With the CMc delivery method, the General Contractor is competitively selected during the design phase of the project and provides a variety of pre-construction and construction services, establishes a Guaranteed Maximum Price (GMP) and awards a Firm Fixed Price (FFP) construction contract at or around 100% Concept Documents. For this project, the Government will also retain an independent Construction Manager as Agent (CMa) to assist in procurement activities and any other activities required. A Commission Agent (CxA) will also be procured for this project. All parties will be expected to cooperate and partner with the goal of successfully completing an award winning design and construction project on-time and onbudget. The CMc will be involved in the design process to provide construction expertise, estimating and cost information, and functionality and constructability reviews. There will be an informal partnering process.
Scope of Work:
The GSA has been tasked with providing a new laboratory building on the Denver Federal Center grounds for the FDA. The existing facility where the local division of the FDA is currently located (Building 20) is outdated and no longer meets the needs for modern laboratories. The DFC New Lab is envisioned as a facility to demonstrate how buildings can be aesthetically compelling, acquired at a competitive first-cost and lifecycle cost, and through integrated design, how buildings can reduce performance risks to the owner and constructor. Further, the completed building will foster creativity, collaboration and innovation for the scientific community on and around the DFC campus.
The Construction Phase Services for this contract will include the construction of the new FDA Lab Building. The Operations & Maintenance Phase Services will include the operations and maintenance of the new facility.
Project goals and objectives are:
❖ to support the current needs of the tenant laboratories ❖ to provide ‘capable’ building systems that are adaptable to address future needs ❖ to meet all National Institutes of Health Design Requirements Manual
Specifications in addition to to FDA supplemental mission requirements ❖ to construct a facility that includes infrastructure provisions for growth ❖ to construct a reliable building that is able to be maintained without disruption to scientists and the lab facilities; through the use of N+1 redundancy as required by the POR and NIH DRM requirements.
❖ to construct a facility that supports the safety and welfare of the occupants (inclusive of tenants, guests, and service personnel)
❖ to advance the mission of the tenant laboratories ❖ to improve the work environment of the scientists and administrative staff ❖ provide resilient and capable work and meeting spaces and systems for a 50 year building ❖ Implementing an energy efficient building & site through an integrated, sustainable design approach ❖ to construct an efficient layout and minimize the government usable square footage footprint for lab and office space by exploring shared “hotel” workstations and “core”laboratories
❖ to allow for the potential for future expansion ❖ to be a regional showcase project for GSA, and FDA as well as an economic catalyst for the region.
❖ to provide operation and maintenance of the new facility.
GSA has contracted with a separate Architect-Engineer (A/E) firm that is responsible for developing complete design and construction documents for the project. As a general matter, the CMc shall review and become familiar with the scope of services under the A/E’s contract, especially the various standards, guidelines, policies, and documents that the A/E is required to follow in developing the design and construction documents. The main tasks of the CMc Contractor during the Design Phase Services are to provide constructability and cost estimation reviews of the A/E’s design-related submissions. At its core, the CMc Contractor will help to ensure that the design and construction documents will enable the Government to exercise the Guaranteed Maximum Price (GMP) Option at a price that is at or below the GMP.
NAICS: The NAICS code for this procurement is 236220 - Commercial and Institutional Building Construction
Set-Aside: The Government does not intend to set-aside the requirement for small business concerns.
