This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the Elemental Mercury Long-Term Management and Storage (Mercury Storage) procurement.

Within 15 to 60 days from the date that this notice is published, the U.S. Department of Energy (DOE) anticipates the issuance of a Request for Proposal (RFP), 89303320REM000081, for the Mercury Storage procurement.

The purpose of this acquisition is to establish a DOE Facility with the capability for the long-term management and storage of domestic elemental mercury to meet the requirements of the Mercury Export Ban Act of 2008 (Public Law 110-414), as amended by the Frank R. Lautenberg Chemical Safety for the 21st Century Act, (Pub. L. 114-182) (MEBA). MEBA requires a DOE ownership or lease-hold interest in a storage facility, and the technical, management, and administrative services of a Contractor to perform all tasks necessary to ensure the safe and compliant long-term management and storage of elemental mercury waste as contemplated by MEBA. The selected Contractor is expected to provide a lease-hold interest for the storage of elemental mercury waste from multiple domestic sources.

The North American Industry Classification System (NAICS) code for this requirement is 562211, Hazardous Waste Treatment and Disposal, with a size standard of $41.5 million.
