PURPOSE:

The U.S. Bureau of Reclamation (BOR), Upper Colorado Basin, Brackish Groundwater National Desalination Research Facility (BGNDRF) intends to issue a Solicitation for the BGNDRF Portable Media Filter for Per- and Poly-fluorinated Substances (PFAS) Removal. The facility is located at 500 Lavelle Road in Alamogordo, New Mexico 88310. The estimated award date is February 2021.

SOLICITATION RELEASE DATE:

The release date for the formal solicitation number 140R4021Q0004 is anticipated for early January 2021. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the beta.SAM.gov website. It is, and will continue to be, all potential offeror's responsibility to monitor the beta.SAM.gov website for any amendments, updates, responses to questions and answers. All responsible sources may submit a proposal which shall be considered by the agency.

PROJECT DESCRIPTION:

This procurement will be solicitated as full and open competition. The North American Industry Classification System (NAICS) code for this requirement is 333999 – All Other Miscellaneous General Purpose Machinery Manufacturing. The small business size standard is 500 employees. The Product Service Code (PSC) is 4610 – Water Purification Equipment.

1.04 SCOPE

The portable media filter unit will primarily be used to remove PFAS from saline brackish groundwater (well water) as a pre-treatment, point-of-use system prior to client use, and shall be used to treat the dead space in the bottom of a storage tank prior to discharging the effluent to the City. Because the unit will be used for treating well waters with a range of salinities and compositions, as well as indoors and outdoors, the system shall be flexible so that it can accommodate a variety of feed water sources, compositions, and operate in various temperature ranges. The unit provided shall meet all applicable safety standards for electrical, structural, and plumbing components. The Contractor shall provide a fixed cost to perform the following:

1.04.1 Furnish and deliver a new media filtration system to the BGNDRF Facility in Alamogordo, NM. The system shall be portable such that a forklift can move either the entire system, or components of the system, over a variety of terrain outside.

The system shall be designed that allows any qualified entity to readily modify, operate, upgrade, and perform retrofits. The unit shall allow for process configuration modifications meaning that all fitting connections must be standard fittings available in the United States.

The system shall be designed for the treatment of saline water with a total dissolved solids (TDS) concentration ranging from 800 mg/L to 6,500 mg/L and treat a flow of 10 to 30 gallons per minute (gpm).

The test skid shall be configured to allow movement with a forklift that has a capacity of 3,400 lbs.

A complete system shall be delivered with an operations and maintenance (O&M) manual, which includes (but is not limited to) instructions for normal operation, backwash operation, and removing and replacing spent media. The O&M manual shall also include a list of at least three (3) vendors who can receive the spent PFAS media and comprehensive steps for disposal.

1.04.2 Deliver and commission the unit to Alamogordo, NM and ensure that the equipment is fully operational and provide training to facility staff on operation and routine maintenance.

1.04.3 Provide operating instructions and specification of process components.

The media filtration system’s performance objectives are:

1. Completely remove total PFAS concentrations below the analytical detection limit. As a rough measure, the detection limit is ~ 5 to 7 parts per trillion (ppt).

2. Treat a minimum flow rate of 10 gpm and a maximum of 30 gpm of permeate from a saline water source, such as brackish groundwater.

3. System configuration shall provide redundancy in case of premature breakthrough, such as a lead-lag configuration or something similar.

4. Media provided shall not suffer from chemical scaling (such as scaling from calcium sulfate and/or calcium carbonate) at the operational temperature ranges.

5. Utilize a media that can achieve at least an 7,000 bed volume (BV) treatment lifetime before breakthrough of any individual PFAS compound.

6. Utilize a media that does not alter the TDS of the feed water by more than 2%.

7. Footprint should be less than 6’ x 10’ and no part of the system shall be taller than 12’.

Smaller footprints and heights are favorable.

8. The system shall be portable via forklift or movable by one person. Individual components (for example, a contactor) to be moved with equipment/forklift shall be less than 3,400 lbs. when drained.

9. System shall be on casters so it can be moved easily within the indoor test bay.

10. Media replacement shall be easily accomplished and user friendly, which also minimizes spills of spent GAC.

11. Unit shall come with a minimum of a 1-year warranty for supplies and materials.

12. Materials (non-media) that are used shall be corrosion-resistant and/or appropriately coated.

13. Supporting structures shall be painted blue (exact shade to be pre-approved by

BOR).

14. Inlet and Outlet ports shall be male 2” NPT fittings.

15. The system shall not leak or drip water.

PROJECT SCHEDULE:

· Project shall start within 15 days from issuance of the Notice to Proceed. The contract shall provide a proposed schedule for completion and delivery of the unit within 120 days of issue of the award.

· The Scope of Objectives allows for flexibility of the final product or service; however, it is up to the contractor to develop and submit a statement of work (SOW).

· There are three components for the period of performance. The first is the design and construction of the PFAS system. The second is the initial startup and shakedown of the system, and the third is a complete O&M manual, which includes detailed instructions for disposal and replacement of spent media.

· The completed system is delivered to and operated at the BGNDRF facility located at 500 Lavelle Road, Alamogordo, NM 88310.

SYSTEM FOR AWARD MANAGEMENT:

The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that combines the Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). Offerors must be successfully registered and maintain an active registration in the SAM database, found at https://www.sam.gov, to be considered for a Government contract award. Prospective offerors must also list the requested NAICS code 333999 – All Other Miscellaneous General Purpose Machinery Manufacturing in their SAM registry, to qualify for this procurement.

AWARD INFORMATION:

The proposals received will be evaluated in accordance with FAR 13.106-2, and the award will be made to the responsible offeror whose proposal represents the best value to the Government. Selection will be based on the evaluation factors of technical approach, past performance, and price. The Government intends to award a firm fixed-price contract.
