Multi-Site Facilities Contract Pre-solicitation

Description

Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to issue a sole source contract to General Dynamics Land Systems, Inc. (GDLS), (CAGE 7W356), of Sterling Heights, Michigan for Multi-site Facility Contract (MFC) that combines the current requirements of the Joint Systems Manufacturing Center – Lima (JSMC-L) Facility Contract W56HZV-13-C-0319, the Scranton Defense Plant (SDP) Facility Contract, and the Manufacturing Analysis and Planning (MAP) Contract W56HZV-15-C-0212. This five-year Requirements Contract will include Cost Reimbursement (no-fee) Contract Line Item Numbers (CLINs) for facility/GFP support and Cost Plus-Fixed Fee (CPFF) CLINs for MAP requirements.

The contract will be sole source in accordance with the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," specifically, FAR 6.302-1 (a)(2)(iii)(A) and (B) which states, “Services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays. The MFC will consolidate the facility operations, support and maintenance of Government Furnished Property (GFP), and the support to production process improvements at the Abrams tank production facilities.

Responses are due no later than 5:00pm Eastern Standard Time on 19 August 2020.

The Justification and Approval was approved by the U.S. Army Senior Procurement Executive on 09 June 2020. The MFC combines contracts that were awarded as sole source contracts to GDLS. The MFC will consolidate the facility operations, support and maintenance of Government Furnished Property (GFP), and the support to production process improvements at the Abrams tank production facilities for a five year period of performance.
