Description
1. CONTRACT INFORMATION: The proposed project will be a total small business set-aside Design Bid Build request for proposal. The North American Industrial Classification
System code is 236220, which has a size standard of $39,500,000. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in August/September
2020. To be eligible for contract award, a firm must be registered with the System for Award
Management (SAM) database. Register via the SAM Internet site at h ttps://www.sam.gov/. No state level certifications will be accepted.
2. PROJECT INFORMATION: The magnitude of construction is between $1,000,000 and
$5,000,000. The Contractor shall provide construction to expand the ACP exit and add an additional lane to the already existing Santa Fe Road to the east of Wratten Road connecting to the circulation ramps of T.J. Mills Blvd. The distance is approximately 1200 LF. The road expansion work includes:
a. HAZMAT Remediation – NA
b. Demolition
c. New Construction of additional road lane and new active vehicle barrier
d. Building Renovations, Preservation of Historical Features – NA
e. Site Upgrades (Storm Drainage, Lighting, Utilities, Landscaping, Fencing)
Additionally, construction will include storm water management improvements, grab barrier expansion and ACP exit security features, geometric changes, guardrails relocation and extension, fence improvements and/or relocation and utilities relocation as necessary. The deliverables shall denote all construction performance requirements of this contract to provide a complete and usable construction expansion.
3. SUBMISSION INFORMATION: This solicitation will be evaluated under the Best-Value
Tradeoff Process in accordance with FAR Subpart 15.1 – Source Selection Processes and
Techniques. Interested firms or joint venture entities (referred to as "Offerors") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement. The Source Selection Evaluation Board (SSEB) reviews, evaluates, and rates the proposals against the source selection criteria in the RFP. A competitive range consisting of the most highly qualified technical Offerors will be established prior to discussions (if held).
Concurrently, the Government analyzes price proposals of Offerors utilizing the project cost proposal. Price will not be rated, but will be a factor in making the final best value determination for award. The Source Selection Authority (SSA) compares proposals and determines the best http://www.sam.gov/ value for the government. The perceived benefits of the higher priced proposal must merit the additional cost, and the rationale for tradeoffs must be documented. After solicitation issuance, contractors may view and or download this solicitation, specifications and all amendments at the following internet address: Contracting Opportunities (beta.SAM.gov) website. Type in the search box the solicitation number W9126G20R1598. The use of the website requires prior registration. Plans and specifications will NOT be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the beta.SAM.gov website and or any other official Government website for amendments to the solicitation. You must be registered in
System Award Management (SAM), to receive a Government contract award. Proposals are anticipated to be due between August/September 2020.

All questions MUST be received through email for record. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the websites daily for amendments to the solicitation. Accordingly, prospective contractors may view and/or download the solicitation and all amendments from the beta.SAM.gov address after solicitation issuance. Contractors shall register themselves at this website under the solicitation number to receive a copy of the solicitation.
