About this file

This pre-solicitation notice announces a design-bid-build acquisition for renovating Sijan Hall - Phase One at the US Air Force Academy in Colorado. The project involves extensive renovation of 155,158 square feet across six levels, focusing on the far west end of the building, with a two-year construction completion timeline after notice to proceed. The renovation will modernize the building's technology while preserving its historic design, primarily serving as a dormitory with additional office and support spaces.

The estimated construction cost ranges between $100,000,000 and $250,000,000, with an unrestricted solicitation open to both large and small businesses. Key project components include installing a geothermal field, replacing electrical substations, completing hardscape work, and relocating various offices such as CE offices, Mental Health Center, and Chaplain Offices. The Request for Proposal (RFP) will use a best value tradeoff approach, evaluating technical factors like past performance, project management plan, key personnel, and small business participation, with price evaluated separately for reasonableness and realism. Contractors must be registered in System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) to be eligible.

Project Description: Renovate Sijan Hall – Phase One will be a design-bid-build acquisition with a construction completion date of two years after notice to proceed.

The first of the five phases to renovate Sijan Hall focuses on the far west end of the building and consists of 155,158 square feet across six levels. The work will be extensive and take the building down to the primary structure and rebuild it with modern building technology that is true to the historic nature of the original design. While both the interior and exterior will retain their historic design and still consist primarily of Cadet bedrooms, Sijan Hall also houses a variety of other programs that will be affected during construction.

During Phase 1, some of the current program spaces that will be taken offline during construction are Cadet Wing storage areas, the Group 4 office, the Chaplain Offices, multiple SARs, and obviously Cadet bedrooms and restrooms. At the end Phase 1 construction, this area will now contain the CE offices, workshops, and storage, a Mental Health Center, the relocated Barbershop, the Equal Opportunity Office, the Sexual Assault Prevention and Response office, the relocated Peak Performance Center, the rebuilt Chaplain offices, as well as new Cadet bedrooms and support spaces like restrooms and storage.

Phase 1 also contains a several larger components that allow for a more seamless transition to future phases. First, a large geothermal field will be installed south of the building and Cadet Drive to prepare for the transition in mechanical system that will include both heating and cooling, while a temporary cooling tower will be installed to keep the old system operational as needed during construction. Finally, all three electrical substations in the building will be replaced during this phase of construction to minimize disruption to Cadets and Academy staff.

This phase will also see the hardscape completion on Level 1 of Quad D on the west end of the building. The entirety of the walking surface and railings at Level 4 will also be fully replaced at the Phase 1 footprint.

The overall intent of this project is to bring the facility up to code. Sijan Hall will be used primarily as a dormitory and will be classified as a residential Group R-2. The building will also consist of small accessory assembly and office spaces (i.e., individual offices and barber shop).

RFP Evaluation Criteria: Contractors participating in the solicitation will submit technical requirements in accordance with the solicitation, Section 00 22 00 EVALUATION CRITERIA.

Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Past Performance, Project Management Plan, Key Personnel, Small Business Participation Plan, and Project Labor Agreement). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A best value selection will be considered after reviewing price and technical factors.

Magnitude: The estimated construction cost of this project is between $100,000,000 and $250,000,000.
