About this file

This is a pre-solicitation notice posted by the United States Department of Agriculture (USDA), Agricultural Research Service (ARS) in accordance with FAR 5.101. The notice announces an upcoming procurement for an Oxygen Permeation (OX-TRAN 2/22 H) and Water Vapor Permeation Analyzer (AQUATRAN 3/34 H), or functionally equivalent single-cell system. The acquisition is unrestricted, with NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) applicable, which carries a size standard of 1,000 employees.

The required equipment must meet comprehensive technical specifications for both oxygen and water vapor transmission rate testing. The oxygen transmission rate testing system must have a detection range of 0.05 to 200 cc/(m2.day) with repeatability of 0.02 cc/(m2.day) or 1%, utilize a coulometric sensor requiring no calibration, and comply with ASTM D3985, F1307, F1927, and international standards. The water vapor transmission rate system must detect 0.05 to 100 g/(m2.day) with repeatability of 0.05 g/(m2.day) or 2%, use modulated infrared technology, and comply with ASTM F1249 and related international standards. Common system requirements include temperature control of 20 to 40°C ±0.2°C, relative humidity control, Windows 10-compatible software with automated testing and data management, four precision regulators, NIST-traceable calibration, a 12-month general warranty, and an exclusive 4-year prorated warranty on sensors.

Quotes will be solicited from at least three sources under FAR 12.201-1(c)(2), with award based on lowest price technically acceptable. The anticipated award date is June 2026. Interested contractors must respond by 3:00 pm Mountain Daylight Time on Thursday, May 21, 2026, via email to frank.palmer@usda.gov with Microsoft Office Word or PDF files.
