PRE-SOLICITATION NOTICE:
Project Description: The National Park Service, NEKOTA Major Acquisition Buying Office (MABO) intends to issue a Request for Quote (RFQ) for work to provide all labor, equipment, and material for updating the Septic Pump System. The work consists of replacing lift station pumps, electrical panel components, valves, and piping. This consists of demolition of the old system installed in 2014, and install new electrical components, pumps, safety accessories, and piping installation w/accessories to correct ongoing issues that were discovered.

SOLICITATION NO: 140P6323Q0027
TYPE OF CONTRACT: Firm Fixed Price. Construction Wage Rate Requirements for Phillip SD will apply.
LOCATION: Minuteman Missile National Historical Site, 24545 Cottonwood Road, Phillip, SD 57567
MAGNITUDE OF CONSTRUCTION: Between $25,000 and $100,000.
NAICS CODE: The associated NAICS is 237110 Water and Sewer Line and Related Structures Construction. The small business size standard is $45M.
IMPORTANT NOTICE: New size standards were updated effective March 2023. Businesses registered in System for Award Management (SAM.gov) must update their SAM registration in order to have their small business status updated based on the new size standards. SAM profiles will continue to display the small business status under the old size standards until SAM registration is updated.
NOTICE OF SET ASIDE: This project is set-aside for 100% Total Small Business.
SCHEDULE: The government anticipates that work will be completed in 120 days. The final performance start date is contingent on issuance of Notice to Proceed.
SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.
The government intends to issue a formal Solicitation with construction specifications and/or drawings on or about May 8. If this date is delayed, the solicitation will follow as soon as possible. This is a PRELIMINARY NOTICE of a solicitation that will follow. The responses will be due approximately 15 days after the RFQ issue date, on/about May 30, 2023. The specific date and time will be announced in the solicitation that will follow this notice.
The RFQ package, including applicable attachments will be posted http://www.sam.gov. No hardcopies or email copies of the solicitation will be provided.
In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
