About this file

This presolicitation notice seeks responses for an update to the Landing Craft Air Cushion (LCAC) family of trainers to address System Baseline Configuration 4 Block Cycle 7 Variant 1.0 deficiencies and revised standard operating procedures. The Naval Air Warfare Center Training Systems Division intends to award a sole source contract to DiSTI Corporation for approximately $300,000 to modify LCAC trainer software across platforms like the Full Mission Trainer and Virtual Environment LCAC. Responses from interested sources are due by July 7, 2020 to provide evidence that full and open competition would be more advantageous than the sole source award. If no challenges are received, the justification for the sole source award to DiSTI Corporation will proceed based on it being the only responsible source able to meet requirements. Work is to be completed by July 30, 2021 with installation and testing from November 17, 2021 through January 18, 2021 at sites in San Diego, California and Virginia Beach, Virginia.

SOLICITATION DESCRIPTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate, on a sole source basis, a new update to the LCAC curriculum and FoT with System Baseline Configuration (SBC) 4 Block Cycle (BC) 7 Variant 1.0, to correct identified deficiencies, and to update functionality in accordance with revised LCAC SEAOPS.

This requirement will be delivered to San Diego, CA; and Virginia Beach, VA sites. The LCAC vehicle is a high speed, ship to shore, and over the beach amphibious landing craft that transports equipment, personnel, and weapon systems from ships located beyond the horizon, through the surf zone, and across the beach to hard landing zones beyond the shoreline.

The LCAC family of training systems replicates craft functionality with part task training capability in the Operator & Maintenance Classroom trainer (20G8-F), desktop simulation in Virtual Environment LCAC (VELCAC) (20G9), and full immersion in the LCAC Full Mission Trainer (FMT) (20G6).

Changes are required in the LCAC FMT, VELCAC, and the Operations, Craft Control and LCAC Mechanical Maintenance Computer Based Training (CBT) to address revised operations procedures. To implement the SBC4 BC7 V1.0 configuration updates into LCAC training, the contractor shall be required to modify the LCAC trainer software across the LCAC family of trainers. The contractor shall update the displays, controls, and alerts in the LCAC trainer software that are affected by the SEAOPS changes.
