Notice Type: Pre-Solicitation Notice #12305B20R0010

The United States Department of Agriculture, Agricultural Research Service (ARS), Beltsville Agricultural Research Center (BARC); has a requirement for a Solar Array Energy Savings Performance Contract, Energy Sales Agreement (ESPC ESA).

SUMMARY OF WORK:

The USDA ARS seeks to install Solar Photovoltaic (PV) systems on each of the four USDA Beltsville, MD campuses and sites. These are: BARC East, West, South Farm and the National Agriculture Library (NAL). Array sites and types include standard ground array areas, parking lots for shaded carports and agricultural laydown yards that can accommodate a utilitarian kind of shade structure that BARC managers refer to as “Solar Shaded Port Aggregation Protocols” (Agports).

Potential offerors shall pick the array areas that result in the best value to the government. There is no requirement to utilize all array areas made available as it is understood that Maryland state interconnections regulations limit array sizes. BARC management has identified certain array areas on East BARC and West BARC as preferred. The Contractor shall use these preferred areas unless it demonstrates that it is in the best interest of the government to use others. It is expected that the Contractor will use all sites available at NAL and South Farm.

Contractor will own, maintain and operate all solar photovoltaic systems as required. Contractor will provide all labor, material, equipment, engineering, maintenance and capital to design, install, commission, and interconnect the solar photovoltaic systems as required herein. The Government will pay the Contractor solely on the basis of a price per kilowatt-hour plus an “Option Increment” of the power produced by each system and delivered to each Contractor owned billing meter. Approximate size of the system in total will be: 6.1 MW (megawatts); ((4) parts each, not to exceed approximately 2MW).

-Magnitude of Contract: Between $5,000,000 and $10,000,000.

-Small Business utilization plan will be required.

-NAICS Code: 221114, Solar Electric Power Generation.

-PSC: E237, Purchase of: Electric Power Generation – Solar.
