Synopsis:

This Solicitation will be issued as a Invitation for Bid (IFB) using the procedures outlined in Federal Acquisition Regulation (FAR) Part 14 for a J85 Test Pad at JBSA Randolph located in San Antonio, Texas.

The project consists of work for the site development and construction of a foundation (pad), pavements, and supporting utilities to accommodate the T4 Test Cell and associated fuel tank.

The T4 Test Cell is a modular building structure. It is anticipated that the T4 Test Cell modular building currently located at Laughlin Air Force Base (LAFB), Texas will be refurbished and constructed on this pad at JBSA-Randolph. The T4 Test Cell is considered Government Furnished Equipment (GFE) that will be installed on the pad by others (A/F32T-4 Engine Test Cell; Cage Code 98752; NSN: 4920-00-005-8502). The project includes connection to existing underground utilities. The concrete pad project will meet JBSA Randolph and UFC requirements.

The project requires the removal and replacement of a segment of the existing flight line security fence within the project site. The approximate length of the new flight line security fence is 267 feet.

This project is Design-Bid-Build with intent to advertise through Small Business acquisition procedures. This project will be phased to enable the Privatized Utility Provider (CPS Energy)to complete work associated with the re-route of underground medium voltage electric service to the site. The J85 contractor is required to complete transformer pad infrastructure and secondary electrical service to connect power to the existing Sound Suppressor building (adjacent) and provide connection points to the J85 project. The construction schedule is anticipated to be 300 days from construction contract award / notice to proceed. The designated project site contains underground utilities that require relocation. This includes an underground medium voltage electric service to this area of the airfield, an underground storm water pipe crossing under the site, and an existing CASS line and associated 400Hz electrical line extending from the apron/ taxiway and connecting to the Sound Suppressor building by passing under the proposed J85 pad. These utility relocations are substantial.

The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon

Act.

"All Awards". You may register with SAM at https://www.sam.gov/. Additionally, there is a new requirement which affects current entities as well.

This new requirement mandates a notarized letter appointing the authorized Entity Administrator for your SAM account(s) be submitted to SAM.
