Solicitation No. 47PL0124R0014 Description: Pre-solicitation Notice: This Sources Sought notice seeks to determine the availability and capabilities of qualified small businesses, including Service-Disabled Veteran-Owned, Women-Owned, and HUBZone small businesses.

The Solicitation will be all-electronic including amendments. The procurement will be advertised using the North American Industrial Classification System (NAICS) code 238290, which refers to Other Building Equipment Contractors. Please note that the small business size standard for NAICS code 238290 is an average of $22M in annual receipts over the past three (3) years. All the necessary documents will be uploaded to the https://SAM.gov website. It's important to note that GSA PBS Region 10 will NOT maintain a manual list of interested vendors.

Project Background/Description: The General Services Administration (GSA) is looking for a small business contractor to modernize one (1) elevator car and its associated components in the Anchorage Historic Federal Building (Building no: AK0001AN) located in Anchorage, Alaska.

The Anchorage Historic Federal Building is a circa 1930s reinforced concrete structure with three floors, a basement, a flat roof, and a parapet. Gilbert Stanley Underwood designed the building and is a noted architect of National Parks lodges and many federal buildings in the western United States. It is built in the "New Deal Concrete" style, constructed of cast-in-place concrete with steel reinforcement, featuring tall, vertical windows. The building survived Anchorage's 9.2 magnitude earthquake of 1964 and the 7.1 magnitude earthquake in 2018, thanks to its robust construction and low profile.

Project Scope: This project aims to design and build one modern elevator car and associated components as outlined in the attached "HFB Elevator Modernization Spec 14210."

Summary of Energy Compliance: This project will be designed in accordance with the Facilities Standards for Public Buildings Service requirements. It will utilize strategies to fulfill the Guiding Principles for High Performance and Sustainable Buildings. GSA strongly advocates for design opportunities that exceed the minimum performance criteria to enhance energy efficiency.

No assumption of current systems code compliance should be made. Contractor will be responsible for the complete design and installation which conforms to all current codes and standards. All electrical connections, terminations and integration to existing equipment will be the responsibility of installing contractor and all costs for associated effort will be included in cost proposal. All as-built information provided by GSA must be field verified by contractor prior to design.

Project Description and Approach:

Delivery Method: Design-Build Contract Type: Firm-Fixed Price Source Selection: According to FAR 15.101-2, the lowest price that results from a proposal that is technically acceptable and has the lowest evaluated price will be accepted.

Competition: Small business firms that are qualified and responsible, including veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses, are encouraged to participate as prime contractors or as members of a joint venture with other small businesses, or as a subcontractor. It is important to note that these opportunities are expressly set aside for small business concerns.

To participate in this solicitation, contractors, and offerors must be registered as small businesses in the US Government's System for Award Management (SAM) for the relevant NAICS code. At the time of proposal submission, contractors and offerors must have an active registration in SAM and a unique entity identifier number (UEI). To conduct business with the Federal Government, registration in SAM is essential. The following URL can be used to register: www.sam.gov.

Project Magnitude: The estimated cost for design and build is between $500,000 and $1 Million (US Dollars).

The period of performance for the proposed project is 270 calendar days from Award to Substantial Completion and thirty (30) calendar days from Substantial Completion to Final Completion, for a total of three hundred (300) calendar days.

SOLICITATION ISSUE DATE: The RFP will be issued electronically on or about 01/17/2024 via https://www.SAM.gov.

CLOSING DATE: The estimated closing date for receipt of Proposals will be 02/21/2024.
