About this file
This is a Pre-Solicitation Notice for a sole-source procurement of commercially available GPS Satellite Simulator hardware and accessories. The Air Force Life Cycle Management Center (AFLCMC), Aerial Networks Division, located at Hanscom AFB, Massachusetts, intends to award a firm-fixed-price sole-source contract to Talen-X, Inc. (a subsidiary of Safran Federal Systems) under FAR 12.102(a) authority, as the government has determined this vendor is the only source capable of meeting the specific technical and mission requirements. The solicitation number is FA229127CB001, with Product Service Code 7C20 and NAICS Code 334220.
The GPS Satellite Simulator must provide 1000 Hz or greater simulation iteration rate with jamming and spoofing capabilities, real-time GNSS environment emulation, and signal propagation and error simulation including multipath, ionospheric, tropospheric, and terrain modeling. Hardware specifications require 10 MHz and 1 PPS GPS antenna inputs, frequency range of 32 to 3225 MHz, and a minimum of 4 transmit channels capable of simulating all constellations and frequency bands including GPS Open (L1C/A, L1C, L1P, L2P, L2C, L5), GPS Encrypted (P(Y) Code, M-Code), and GLONASS (G1, G2). The system must support receiver trajectory simulation including static, circular, car trajectories, and spacecraft orbits (LEO/GEO), with maximum relative velocity up to 1,500,000 m/s, hardware-in-the-loop capability, and import functionality for arbitrary tracks from NMEA, CSV, or KML files. Equipment training is desired, and additional security requirements apply for GPS codes. Responses must be submitted via email to chhunheng.phay@us.af.mil by October 16, 2026, at 4:00 PM EST. While this is designated a sole-source procurement, the notice invites all responsible sources to submit capability statements or quotations for consideration.
