About this file
This is a Pre-Solicitation Notice issued by the City of Eugene, Oregon for a Transportation System Plan (TSP) Update project. The City of Eugene seeks consulting services to update its comprehensive Transportation System Plan, which will guide transportation infrastructure and policy development for the community. The project encompasses a multi-phase planning process that includes data collection, analysis, community engagement, and plan development. The pre-solicitation notice indicates the City's intent to issue a formal Request for Proposals (RFP) to qualified consulting firms. Interested vendors should monitor the City of Eugene's official procurement channels for the full RFP release, which will include detailed scope of work, project timeline, and specific deliverables. The notice serves as an advance notification allowing potential bidders time to prepare proposals and assemble project teams prior to the formal solicitation.
The pre-solicitation notice does not specify detailed pricing parameters, set-asides, or funding amounts at this stage, as these details typically appear in the formal RFP documents. The project is anticipated to be funded through City of Eugene budgeted resources and potentially state or federal transportation planning grants. Vendors interested in bidding should prepare to demonstrate relevant experience in transportation planning, knowledge of Oregon planning requirements, and community engagement expertise. The notice establishes the foundation for a competitive procurement process and allows the City to gauge market interest and capability before finalizing solicitation terms and requirements.
