HCHV Recuperative Care Transitional Housing Services for VASDHS

Description:

The Veterans Affairs (VA) San Diego Healthcare System (VASDHS) goal for this contract is to provide Healthcare for Homeless Veterans (HCHV) Recuperative Care Transitional Housing Services to Veterans in community-based facilities. The Contractor shall provide sufficient facilities to accommodate 12 Veteran residents. The HCHV Program’s aim is to engage homeless Veterans in treatment and aid them with placement in a safe, secure environment that shall continue to promote their rehabilitation goals. The Contract Residential Treatment Program (a.k.a. Recuperative Care Program) is a vital component of the HCHV Program’s mission to end homelessness among Veterans. The HCHV Recuperative Care Program (RCP) is designated to provide quality emergency housing and services to the most vulnerable and at-risk Veterans; those who are homeless with serious mental illness and/or medical issues. Services shall be furnished to Veteran beneficiaries for whom such care is specifically authorized by the VA and may be discharging from the VA Medical Center or other non-VA medical Centers after a period of acute inpatient care.

The Contractor shall provide services that are expected to be consistent with supportive, secure housing for homeless Veterans, many of whom may also be dealing with substance use disorders, mental illness, and/or health conditions. The program places an expectation on the Veteran to engage in supportive case management services, and on the Contractor to provide expertise and guidance for improving housing stability to ensure a transition from homelessness to permanent, stable housing.

The Contractor shall provide all facilities, labor, supervision, materials, and transportation as required in this resulting contract. Government furnished property will not be provided to the Contractor. The facility where services are to be provided shall be within 40 miles from the VASDHS located at 3350 La Jolla Village Drive San Diego, CA 92161.

All requirements shall be detailed in the impending solicitation to be issued on or about April 26, 2023. No questions will be considered prior to the release of the solicitation.
